We are looking for a Power BI Data & Reporting Manager to join a high profile blue light service in the Public Sector. This senior role forms part of the Dynamic Contract Team and focuses on delivering reporting and analysis through the Common Data Environment across all contract services. The role supports effective estate management, strategic decision-making, performance improvement, and business intelligence across a complex property portfolio. Reporting to the Head of Strategic Property Services, you will work as part of a team of specialist property analysts and economists delivering reporting, dashboards, data visualisation, and analytical insight across all aspects of the property lifecycle including estates, finance, asset management, compliance, facilities management, capital projects, workplace management, and energy performance. You will also help drive continuous improvement, operational efficiency, and data-led decision‑making while supporting strategic and operational objectives.

Responsibilities

  • Lead the design, development, testing, and delivery of reporting outputs across the Common Data Environment.
  • Develop Power BI dashboards, reports, and visualisations to support operational and strategic decision‑making.
  • Work closely with Service Leads to gather requirements, perform UAT, and ensure reporting outputs meet business needs.
  • Manage and maintain reporting quality, audit trails, source control, and version control across all reporting products.
  • Support the development and enrichment of the data warehouse and Data Lake alongside UK IS&T and BI teams.
  • Implement and improve data flows across operational systems, analytics platforms, and Business Intelligence solutions.
  • Transform raw operational data into structured, reliable datasets for reporting and analytics.
  • Drive best practice in data visualisation, reporting standards, and analytical methodology.
  • Monitor business performance data to identify risks, trends, opportunities, and service improvements.
  • Support automation, ETL processes, and scalable reporting solutions across multiple systems and platforms.
  • Collaborate with Service Operations, contract teams, and wider stakeholders to improve reporting and service performance.
  • Ensure all reporting activities comply with business objectives, contractual obligations, governance standards, and Information Security requirements.

Accountabilities

  • Deliver reporting and management information to agreed contractual timescales and deadlines.
  • Operate and manage the contract's Common Data Environment, BI, and BA solutions to support client and business objectives.
  • Support the Strategic Property Support Service Lead with consultancy advice and analytical outputs for clients.
  • Provide insights that improve performance, support compliance, and enable effective strategic decision‑making.
  • Maintain reporting governance, quality assurance, and continuous improvement across all reporting platforms.

Qualifications

  • Relevant qualification: Degree, HND, NVQ, or equivalent in Data Analytics, Business Intelligence, Property Services, Engineering, or related discipline.
  • Strong experience in Power BI dashboard development, reporting automation, and Business Intelligence delivery.
  • Advanced knowledge of Excel and strong working knowledge of SQL.
  • Experience with TRIRIGA Reporting and R Studio is desirable.
  • Strong understanding of data preparation, interrogation, modelling, visualisation, and reporting best practice.
  • Experience managing data flows, ETL processes, data warehouses, and multi‑source reporting environments.
  • Strong understanding of data governance, audit trails, metadata management, and reporting assurance.
  • Excellent communication, stakeholder management, and influencing skills.
  • Strong analytical thinking with the ability to convert complex data into clear business insight.
  • Experience of working across complex estates, Hard FM environments, or public sector contracts is highly desirable.
  • Ability to work independently and collaboratively within multidisciplinary teams.
  • Strong customer focus and commitment to continuous improvement.
  • Ability to pass client security vetting.
