Job description Project Manager - Construction Procurement (Belfast)Pay Rate: £ per hour Hours: 36 hours per week (Monday - Friday, 8:00am - 4:00pm) OverviewStaffline is recruiting on behalf of the Northern Ireland Housing Executive for a Project Manager (Construction Procurement) to support the delivery of construction and building services procurement programmes within the Asset Management division.This role focuses on managing procurement exercises, contract documentation, and supporting effective delivery of construction-related projects across NIHE.Key ResponsibilitiesLead construction procurement exercises from initiation to contract awardPrepare and review tender and contract documentation (including NEC3/NEC4)Ensure compliance with public procurement policy and legislationProduce cost models, pre-tender estimates, and tender evaluationsSupport project mobilisation and post-project evaluationsWork with clients and consultants to define procurement requirementsApply PRINCE2 project management methodologySupport risk management, reporting, and business planningContribute to continuous improvement and lessons learnedProvide technical input on sustainability and construction best practiceInterpret technical drawings (AutoCAD where required)Essential CriteriaApplicants must have:Degree (Level 6) in Quantity Surveying or Construction-related discipline plus 2+ years' relevant experience ORHNC/HND (Level 5) in Quantity Surveying or Construction-related discipline plus 3+ years' relevant experienceMinimum 5 years' experience in a construction or building-related environmentStrong knowledge of construction procurement processes and contract documentationExperience working with NEC contract frameworksAbility to manage projects using structured methodologies ( PRINCE2)Strong analytical, organisational, and communication skillsExperience working with stakeholders and multidisciplinary teamsFull understanding of health & safety and procurement complianceAdditional RequirementsIntermediate IT skillsAbility to work to deadlines in a structured project environmentExperience in public sector or large organisation desirableAccess NI (Basic clearance required)Additional InformationBased at NIHE Belfast HQMust be able to attend meetings, committees, and stakeholder forumsRole involves supporting training, policy implementation, and procurement governanceCollaborative working across departments essentialSuccessful candidates may be required to complete an Access NI Certificate (cost approx. £16-£32 depending on level of clearance).
