Deputy Chief Commissioning Officer

Kent and Medway Integrated Care Board (ICB) is seeking an outstanding senior leader to join our Executive Committee as Deputy Chief Commissioning Officer.
This critical executive role provides system and organisational leadership for the development and delivery of the ICB’s long‑term strategy, commissioning intentions, operational planning and commissioning capability. The postholder also holds executive responsibility for commissioning maternity, neonatal and women’s services and deputises for the Chief Commissioning Officer when required.
Responsibilities
- Lead the development and delivery of the ICB’s five‑year strategy, commissioning strategy and neighbourhood health strategy
- Oversee strategic planning, business planning, operational planning and commissioning delivery
- Provide executive leadership to major transformation and change programmes across the system
- Lead a senior directorate covering strategy, planning, commissioning PMO and maternity, neonatal and women’s services
- Act as the ICB’s delegated lead for engagement with democratic oversight, including Health Overview and Scrutiny and Health & Wellbeing Boards
- Represent the ICB at regional and national forums and influence system‑wide strategic direction
About you
You will be a credible, politically astute and highly experienced senior leader with a strong track record of operating at an executive or near‑executive level within the NHS or a similarly complex public sector environment.
- Significant experience of strategy development, commissioning and system planning
- Proven leadership of large, complex programmes and senior multidisciplinary teams
- Strong analytical, decision‑making and influencing skills in complex and ambiguous environments
- Extensive experience of partnership working across health, local government and wider sectors
- A clear commitment to NHS values, public accountability, equality and inclusion
Qualifications
- Educated to Master’s level or equivalent senior leadership experience
- Significant senior leadership experience in the NHS or a comparable complex organisation
- Proven experience of strategy development and delivery
- Experience of leading major transformation programmes
- Strategic leadership and vision‑setting at system level
- Extensive experience of partnership working across health, local government, and wider sectors
