About The Role
This senior technical role leads the delivery of innovative, AI‑driven agentic and automation solutions that improve efficiency, strengthen decision‑making, and deliver positive outcomes across the council and its services. The postholder will oversee the end‑to‑end design, development, optimisation, and assurance of enterprise‑scale AI agents and automation, with a strong focus on Microsoft Copilot and the Power Platform.
Key Responsibilities
- Act as technical authority for Copilot and AI automation, making architectural decisions on how solutions integrate with enterprise systems, data sources and security models.
- Lead complex discovery and feasibility work for cross‑departmental initiatives, balancing risk, effort, cost and user needs while working with multiple stakeholders.
- Define, maintain and drive adoption of robust engineering standards covering prompting patterns, testing, evaluation, release, monitoring and auditability.
- Research emerging AI technologies, pilot innovative approaches and contribute to council‑wide AI strategy and governance.
- Provide technical leadership, mentoring junior developers, reviewing work and acting as a senior escalation point for high‑risk, complex or novel AI and Copilot use cases.
- Manage technical relationships with external suppliers and vendors, resolve complex integration and troubleshooting challenges and set best practices and quality standards across the organisation.
Team
You will be part of a specialist AI and automation capability, working closely with the council’s AI Centre of Excellence and a wide range of business stakeholders. The team focuses on delivering real, operationally embedded AI solutions rather than experiments, supporting services across the council to work smarter and more effectively. Collaboration, strong technical governance and a shared commitment to responsible and secure AI adoption sit at the core of how the team operates.
Essential Requirements
- Minimum of 2 years’ experience architecting and creating Microsoft Copilot agents.
- Proven track record of delivering complex automation and system integrations with measurable business impact.
- At least 3 years’ advanced experience with the Microsoft Power Platform, including custom connectors and advanced workflows.
- Significant experience in AI and machine learning development.
- Demonstrated ability to make, justify and implement architecture decisions with appropriate consideration of security, integration, cost, user needs and delivery timelines.
- Strong technical leadership skills, with the ability to mentor and guide developers and assure quality.
- Experience managing stakeholder relationships across multiple business areas and providing strategic technical recommendations.
Desirable Requirements
- Experience in public sector digital transformation or large‑scale organisational change, with an understanding of local government processes and regulatory requirements.
- Professional qualifications in advanced AI agent development, enterprise architecture, project management or related technical disciplines.
- Knowledge of Azure cloud services and enterprise integration patterns, including Azure AI Engineering.
- Experience contributing to organisational technology strategy, standards and governance.
- Proven delivery of secure enterprise integration patterns covering identity, permissions and data handling.
- Experience applying enterprise architecture principles and multi‑system integration patterns.
- Experience establishing and applying enterprise security, governance and compliance requirements.
Why Join Us
This role offers the opportunity to lead real, production‑grade AI and Microsoft Copilot solutions at scale, not proofs of concept. You will shape how AI is designed, governed and deployed across a large organisation, delivering Copilot agents that have tangible, organisation‑wide impact. You will have authority to set technical standards, define architecture direction and influence strategy, while remaining hands‑on with complex, multi‑system integrations. We offer meaningful technical challenges, strong support for hybrid working and the chance to apply AI where it genuinely improves services and how people work.
Benefits
- Agile working, flexible hours and hybrid work options.
- Generous annual leave entitlement, plus bank holidays and an additional day at Christmas.
- Access to Vivup benefits and discounts platform.
- Pension scheme with an employer contribution rate of typically around 19 percent per month.
Equal Opportunity
Warwickshire County Council is committed to equality of opportunity for all employees and is keen to address areas of under‑representation in its workforce.
