We are looking for enthusiastic individuals to join Pembrokeshire County Council’s Property Team as Trainee Asset Manager (Grade 6), Part‑Qualified Assistant Asset Manager (Grade 7), or fully qualified Asset Manager (Grade 8). This role is part of a career pathway that offers progression from on‑the‑job training to complete professional membership with the Royal Institute of Chartered Surveyors.
Grade & Salary
- Grade 6 – Trainee Asset Manager: £28,142 – £31,022
- Grade 7 – Part‑Qualified Assistant Asset Manager: £32,061 – £35,412
- Grade 8 – Asset Manager: £36,363 – £40,777
Contract & Location
This is a permanent, 37‑hour week position requiring 4 days of work and 1 day of study leave. The role is based in Pembrokeshire.
Responsibilities (Summary)
- Support delivery of high‑quality estate and asset management services across a diverse property portfolio.
- Assist with sales, lettings, rent reviews, leases, valuations and disposals.
- Carry out inspections, maintenance oversight, dilapidation reporting and statutory compliance checks.
- Maintain and update property databases, lease registers and asset records using council systems.
- Coordinate with legal, finance and maintenance departments on rent arrears, compensation and public enquiries.
- Participate in community asset transfer projects and contract negotiations.
Key Duties by Role
Trainee Asset Manager – Grade 6
Undertake professional training, assist with estate duties, perform property inspections, support valuation work, manage caseload under supervision and liaise with stakeholders.
Assistant Asset Manager – Part‑Qualified – Grade 7
Work towards RICS membership, manage diverse property portfolio, support acquisitions, disposals, rent reviews, lease renewals, valuations and community transfer policy, and provide technical advice to internal teams.
Asset Manager – Grade 8
Lead portfolio management, drive acquisitions, disposals, valuations, lease processes, stakeholder engagement, community asset transfers, site inspections, and cross‑departmental collaboration.
Qualifications & Experience
- Degree level in a related subject or equivalent that permits enrolment in the BSc (Hons) Real Estate Management programme.
- Understanding of estate and asset management best practice.
- Proficiency in Microsoft Office (Word, Excel, Publisher, Outlook) and ability to read plans and maps.
- Full, clean driving licence and access to a motor vehicle.
- Commitment to further professional study and RICS membership (for Grade 7 and above).
- Experience in property management, leasing or related environments is desirable.
