The Role

The Senior Commercial Manager will work in the Commercial Directorate and have a key role in achieving the successful delivery of multiple commercial projects by ensuring; Works and services are delivered to time and costs and are managed in accordance with the relevant contractual terms and Transport for Wales’s (TfW) Governance processes and procedures.

Role responsibilities

  • Develop, enhance, and lead a team of Commercial Professionals by upskilling the team with knowledge and experience of delivering similar works and services.
  • Lead a Commercial Team by acting as a point of escalation where the Project Team locate breaches of governance to ensure adherence is attained with regards to the TfW procurement and internal change control procedures.
  • Lead cost reporting of allocated projects within the TfW reporting framework by providing robust cost analysis including cost forecasting, anticipated final cost, cost of work done, gross billing and current contract value to ensure TfW are performing in line with their allocated budget and programmes and ensuring value for the Welsh public is attained.
  • Manage the commercial aspects of allocated projects by raising issues and risks, implementing mitigation actions at the earliest opportunity, and acting as a point of escalation for all commercial issues within the scope of the role. Ensuring works and services are delivered in accordance with the contractual terms and conditions and TfW’s Governance policies and procedures.
  • Review contractor delivery by leading valuation of high value/high risk contracts and attending progress meetings to actively influence contractors’ commercial behaviours, delivery, and activity.
  • Provide pro-active advice to Project Managers and Senior Management on the implementation of actions for commercial aspects of the project by attending the relevant meetings and briefings to ensure TfW are complaint and not in breach of any relevant legal issues.
  • Lead the negotiation of prices under existing contracts/framework agreements (including the negotiation of target costs) by reviewing submitted cost data against the TfW cost data base, initial budget submissions and data provided by the wider market and participate in quantitative risk assessment and value management workshops. Ensuring contractual risk is properly allocated and held by the correct party and the most appropriate contractual strategies are in place that will lead to the successful delivery of the specific works / services.
  • Review and benchmark prices to determine if value for money is present to deliver works effectively, efficiently and to budget and manage the public pound and Welsh taxpayers’ money as efficiently as possible.
  • Maintain team compliance in completing all cost collection exercises by completing all necessary Cost Analysis Forms to assist with the development of the TfW Cost Database allowing TfW to use current cost data to inform all future estimates.

Who we’re looking for

  • Degree qualified in relevant field such as Quantity Surveying and Commercial Management.
  • Previous experience of managing infrastructure or construction projects from a commercial perspective.
  • Experience in using NEC forms of contracts.
  • Experience using the Public Contract Regulations / Utility Contract Regulations.
  • Ability to adhere to Public Procurement policies and understanding of using procurement frameworks.
  • Experience in adhering to Commercial Governance frameworks.
  • Demonstrable experience of engaging with and working collaboratively to develop effective working relationships with a range of internal and external customers/stakeholders.
  • Ability to operate across multiple business levels from executive to frontline.
