Overview
The role will provide technical design input to proposing and detailing design solutions for upcoming highway pavement renewal schemes around the CPS (M25) network. It involves a broad range of engineering design challenges across the M25 and requires safe and efficient design solutions to keep the UK's biggest, busiest and most critical road networks operational.
Your role
This role is expected to lead, manage and take ownership of investigations, detailed design and then certification of construction works across the M25 network. The role will assist with method engineering reviews with framework contractors and ensure design detailing allows for safe, low‑cost and efficient construction processes. It will engage with multiple stakeholders across National Highway and Connect Plus and require close working relationships with CPS Asset and PM teams.
Main areas of focus
- Leading pavement investigations, preparing investigation scopes, analysing results and preparing detail design based on findings.
- Preparing designs, reports, specifications and other deliverables to meet budget and programme requirements.
- Undertaking optioneering and feasibility of design solutions and preparation of whole life costing.
- Preparing and reviewing contract documentation.
- Delivering schemes in accordance with CPS Quality Management Processes and CPS internal standards.
- Working with the Project Manager to lead internal Gateway reviews during the design phase to ensure timely and appropriate sign‑off at each Gateway.
- Managing and supporting all staff (internal and external) to achieve design delivery within budget and programme.
- Reviewing and checking deliverables from internal and external designers to ensure they are complete, compliant and meet the brief and agreed outcomes prior to submission to National Highways through the Review Process.

- Assisting Engineers in carrying out site surveys on the network.
- Seeking innovation and continual improvement in the delivery of schemes and techniques used in design and construction.
- Participating in detailed design workshops and providing a holistic viewpoint when Principal Designer scheme reviews are undertaken.
- Assisting and supporting the Asset team with the 5‑Year Asset Management Renewals Programme.
About you
Essential qualifications
- Broad skills, knowledge and understanding of highway related design areas, including design codes (DMRB/MCDHW/TSRGD etc.) relevant to highway engineering.
- Knowledge of CDM and other H&S legislation.
- Relevant college or university vocational qualification (MEng/MSC/BEng/BSc/HNC/HND).
- Broad understanding of environmental requirements of highway schemes.
- Appropriate recent experience in highway engineering on Local Authority or National Highways.
- Understanding of environmental requirements of highway schemes.
Desirable qualifications
- Membership of an appropriate professional institution (ICE or CIHT).
- Registered with the Engineering Council and having obtained, or close to obtaining, professional chartership with their progression body.
- Pavement Engineer Certificate from the Institute of Asphalt Technology.
- Asset Management experience.
- Knowledge of relevant computer design applications.
- Knowledge of the Traffic Signs Manual Chapter 8.
- Appropriate CSCS card registration.
- Proficient IT skills relevant to Civil Engineering Design and Microsoft Office.
- Broad skills, knowledge/understanding of other highway related design areas.
- Licensed to drive in the UK or with reciprocal agreement.
- Recent experience of leading small design teams and coordinating interfaces with other disciplines.
Personal attributes
- Project management and team building skills.
- Ability to develop relationships and engender trust at all levels of the Connect Plus Services organisation, service delivery, framework contractors and clients.
- Good communication skills.
