About you:
- Degree qualified or equivalent relevant procurement experience
- Full MCIPS membership is essential
- Minimum of 5 years’ experience within public‑sector procurement in a regulated environment
- Strong knowledge of Northern Ireland Public Procurement Policy and Procurement Act 2023
- Experience across the full procurement lifecycle including tendering, evaluation, negotiation, and contract award
- Experience within property, construction, facilities management, or infrastructure sectors
- Strong knowledge of NEC4 contracts and contract administration
- Experience using e‑procurement platforms such as eTendersNI or equivalent
- Strong analytical, commercial, negotiation, and stakeholder management skills
- Excellent communication and reporting abilities with strong attention to detail
- Ability to manage multiple procurement projects and competing priorities simultaneously
What you’ll do:
- Lead and manage end‑to‑end procurement activities for service, maintenance, and works contracts
- Develop and maintain procurement strategies and forward procurement pipelines aligned to organisational objectives
- Produce business cases including options appraisals, commercial analysis, and financial evaluations
- Draft, issue, and manage tender documentation including NEC4 contract documentation
- Oversee supplier evaluation, negotiation, selection, and contract award processes
- Manage supplier relationships and monitor contractor performance against service, financial, and compliance targets
- Ensure full compliance with Northern Ireland Public Procurement Policy, Procurement Act 2023, and internal governance frameworks
- Produce procurement performance reports covering compliance, spend analysis, supplier performance, and value‑for‑money outcomes
- Support risk management through identification and mitigation of procurement and contractual risks
- Collaborate closely with finance, legal, technical, and operational stakeholders to ensure successful procurement delivery
- Support long‑term strategic planning, contract lifecycle management, and procurement governance activities
