Learning Design Producer & Simulation Developer – Leadership Skills & Behaviours

Overview
We are seeking an experienced Learning Design Producer & Simulation Developer to support the development of a new national Leadership Academy focused on building the capability of senior leaders within a complex, operational, safety-critical environment.
This is a highly production-focused role where you will take learning design concepts and rapidly transform them into polished, delivery-ready learning assets, with a strong emphasis on immersive leadership simulations, workshop materials, and facilitator toolkits.
The programme will support large‑scale leadership development for approximately 1,600 senior leaders, requiring high-quality, consistent, and scalable learning assets that can be delivered across multiple cohorts.
The Role
You will act as a learning production specialist, responsible for building the practical learning materials that bring leadership development experiences to life.
You will work closely with senior learning designers and stakeholders to turn early‑stage concepts into fully formed, structured learning environments that function seamlessly in live delivery.
A key focus of the role is the creation of realistic, scenario‑based simulations that enable leaders to practice decision‑making in complex, time‑pressured situations.
Key Responsibilities
Learning Asset Production
- Create and format high‑quality, delivery‑ready learning materials including:
- Facilitator guides and delivery scripts
- Participant workbooks and handouts
- PowerPoint decks and presentation materials
- Templates, tools, and structured learning resources
- Ensure consistency, accuracy, and alignment to design standards across all outputs
Simulation Development
- Build immersive leadership simulation materials, including:
- Scenario briefs and narrative context
- Decision‑making materials and injects
- Role profiles and supporting data packs
- Timelines, checklists, and facilitator prompts
- Ensure simulations are realistic, engaging, and support complex leadership decision‑making under pressure
- Maintain structured version control across all learning assets
- Ensure a clear and reliable “single source of truth” for all materials
- Manage iterative updates within fast‑paced design sprint environments
- Prepare fully finalised, release‑ready asset packs for pilot and scaled delivery
Quality Assurance & Delivery Readiness
- Conduct thorough QA checks on all materials prior to release
- Ensure visual consistency, branding alignment, and instructional clarity
- Support preparation of both digital and print‑ready learning packs
- Collaborate with virtual delivery teams to ensure online compatibility
- Work closely with senior learning designers and programme leads
- Translate learning concepts into structured, usable learning assets
- Support rapid prototyping and iteration cycles during development sprints
- Complete facilitator and participant packs for pilot programmes
- Fully developed simulation toolkits for leadership learning experiences
- A structured, version‑controlled repository of reusable learning assets
- Standardised templates to support scalable programme delivery
- 4–8+ years’ experience in learning content production, instructional design, or learning materials development
- Advanced PowerPoint and document production skills
- Proven experience creating workshop and simulation‑based learning materials
- Strong attention to detail and commitment to quality control
- Experience managing version control and structured content libraries
- Ability to produce assets for both in‑person and virtual delivery
- Experience in transport, infrastructure, or other safety‑critical industries
- Background in leadership development programmes
- Experience supporting large‑scale learning rollouts or academies
- Familiarity with experiential or simulation‑based learning design
