Data center development for AWS will be led by the Real Estate Development Manager (REDM). You will assume accountable ownership of the real estate development process — acting as Single Threaded Owner (STO) on behalf of DCSS — from exchange of contracts on Development Agreements and/or Acquisition Agreements until fulfilment of the contracted development obligations of both AWS and our developer partners.

You will be responsible for ensuring that all internal and external stakeholders are progressing collaboratively and effectively to deliver real estate facilitating capacity for our customers within scope, specification, programme, and budget. Early resolution of challenges, through the exercise of high‑velocity decision‑making within your authority, and early escalations where not, will be a regular occurrence.

Prior to assuming accountable ownership, you may collaborate with Real Estate Transaction Managers (RETMs) in the negotiation of the scope, specification, programme, and budget for the development. You will play a key role in settling the detailed contractual arrangements, ensuring they are appropriate to the effective management of the development post‑transaction.

Key job responsibilities

  • With professional support, determine appropriate development time and cost provisions and negotiate their settlement for contractual arrangements with developer partners
  • Consider specification proposals in consultation with AWS stakeholder teams; resolve compromises and conflicts for inclusion in contracts
  • Support and advise team members within DCSS on technical and contractual matters of a real estate and development nature
  • Act as Single Threaded Owner (STO) for developments from contract signing to handover to the Strategic Portfolio Management (SPM) team
  • Develop and maintain a Development Business Plan (DBP), including cost plans, stakeholder management plans, and risk registers
  • Prepare Monthly Development Reports (MDR) against the DBP, covering cost performance, progress, and risk statusManage internal and external stakeholder relationships, including counterparties, AHJs, and third‑party consultants
  • Identify and mitigate adverse time and cost impacts, escalating with recommendations where required
  • Ensure delivery of all development agreement terms and CDO Works commitments
  • Keep leadership regularly updated on development progress
  • Manage any remaining development obligations after property handover to internal teams
  • Prepare the Development Close‑Out Report (DCOR), reviewing outcomes against the approved plan and acting on lessons learned

A day in the life

Your morning begins with a review of a Development Business Plan (DBP) for a newly signed BTS agreement, followed by a call with a counterparty to align on the monthly Development Cost Report. By midday, you’re working with Pre‑Construction and Design Engineering to categorise Critical Servicing Infrastructure (CSI) and Collateral Development Obligations (CDO) for a newly acquired land site. You close the day updating the Development Risk Register and preparing an escalation recommendation on an adverse cost impact.

Basic Qualifications

  • Bachelor’s degree or equivalent in Construction Management
  • Experience in project management, real estate development, architecture/design
  • Experience working effectively across cross‑functional teams and partnering well with people at all levels within an organization
  • Demonstrated experience as a development manager or equivalent STO role, managing complex multi‑party development programmes from pre‑transaction through delivery
  • Strong financial modelling and analytical skills, including experience with development cost plans, cost reports, NPC/TCO analysis, and GMP/Fixed Price structures

Preferred Qualifications

  • Speak, write, and read fluently in French, Spanish, German or Italian
  • Proven success at delivering large‑scale real estate developments across a range of asset classes across Europe
  • Experience with industrial real estate, land negotiations, and Collateral Development Obligations (CDO) or Critical Servicing Infrastructure (CSI)
  • Familiarity with Build‑to‑Suit (BTS) and Hybrid development agreement structures and knowledge of entitlement, permitting, and AHJ engagement processes across multiple EMEA jurisdictions
  • Professional qualifications such as MRICS, RICS, or equivalent and demonstrated experience as a development manager or equivalent STO role, managing complex multi‑party development programmes from pre‑transaction through delivery
