About The Team

We are looking for an innovative and enthusiastic person to join our team in the Integrated Health and Care Commissioning Team, a joint commissioning team that commissions mental health, learning disability, dementia, CAMHS and autism services on behalf of Hertfordshire and West Essex Integrated Care Board and Hertfordshire County Council.

About The Role

The Commissioning Officer will be aligned predominantly to the South West Hertfordshire area but will be expected to work across the county as required.

Key areas of responsibility will include:

  • Working with other organisations, service users and carers to deliver the priorities set out in Hertfordshire’s Mental Health Strategy (2022‑2027)
  • Delivering and leading commissioning projects in line with the Mental Health Strategy, ICB priorities and reporting progress to the relevant boards
  • Supporting the implementation of national drivers in adult mental health, including the NHS Long Term Plan
  • Supporting the commissioning of services across the full commissioning cycle including the review, analysis and interpretation of data to inform commissioning strategies
  • Supporting the re‑procurement of new services and the management of current contracts (specifically the NHS Talking Therapies counselling contract with support to community and voluntary sector mental health contracts)

About You

You will support the development, management and change for mental health services in Hertfordshire, ensuring that services deliver the greatest outcomes for Hertfordshire residents.

The successful candidate will be able to demonstrate:

  • An engaging and collaborative style and the ability to develop effective partnerships across a range of stakeholders, including NHS, private and voluntary sector providers.
  • Excellent interpersonal and communications skills.
  • Commissioning and contract management experience in a health and social care setting.
  • A creative and innovative approach.
  • Good project management skills.
  • Able to work proactively alone (working from home or office) and with the team.

Essential

  • Competent with using Excel and able to interrogate data and report on data monthly and as required.
  • Experience of commissioning services/service development.
  • Project management qualification, skills and/or experience.
  • Experience of partnership working with multiple agencies and stakeholders.
  • Excellent communication skills.
  • Experience of working with people with learning disabilities or mental health problems.
  • Ability to interpret needs and financial data.
  • Evidence of research experience.
