Overview
The London Borough of Harrow Council is seeking a Building Safety & Compliance Manager to lead on housing safety and regulatory compliance across its social housing portfolio. This pivotal role will act as the Council’s primary point of contact for all matters relating to building safety, housing compliance, and health and safety, providing expert technical advice, guidance and leadership to a wide range of stakeholders, including residents, elected members, senior officers and colleagues across the organisation. The postholder will ensure that clear, consistent and informed advice is delivered, supporting a proactive and compliant approach to both general safety and fire safety requirements.
The successful candidate will be responsible for ensuring that effective processes and best practice are in place for the procurement and management of repairs contracts within statutory compliance areas, ensuring value for money and adherence to all relevant legislation and standards. They will lead and manage the Health and Safety Team, ensuring that resources are effectively utilised to reduce risk and safeguard the health, safety and wellbeing of employees, residents, service users, contractors and all others affected by the Council’s activities. This includes driving a culture of continuous improvement, ensuring that risks are appropriately identified, assessed and mitigated, and that compliance is consistently maintained.
About You
- In line with the new Competence and Conduct Standard set by the Regulator of Social Housing, all managers will be required to undertake professional training and qualifications in line with the sector’s professionalisation agenda, and all staff will be encouraged and supported to undertake relevant training.
- Knowledge of relevant codes and guidance, and practical control of sites and the work that takes place on them, buildings under construction or during occupation.
- Ability to deal with identifying issues in respect of property management, safety management (structural, fire or general health and safety), dealing with residents, managing contractors, balancing deadlines and workloads, adapting to changing legislative or operational climates, negotiating, training and persuading, and generally being able to practically and pragmatically manage within the built environment.
- Extensive understanding of statutory regulations relating to Housing, construction and buildings.
- Ability to lead, motivate, perform manage and develop the team.
- Experience of Health and Safety management and auditing.
- Experience of Board/Committee report writing and presentation.
- Analytical and logical thinking skills with the ability to operate at both a strategic and operational level.
