HOURS OF WORK: 37 hours per week Monday Friday 9:00 am to 5:00 pm (with hour unpaid lunch break) or as per departmental working agreement


Job Purpose:

The Compliance Manager is responsible for developing, implementing, and maintaining a robust compliance programme for Belfast International Airport. They will ensure that all airport operations are conducted in strict adherence to applicable laws, regulations, internal policies, and best practices, with a specific focus on corporate governance, data protection and the company risk register.


The role will also require the job holder to work closely with individuals responsible for Health & Safety, Environmental Management, as well as the airport's operational teams, to ensure that their activities align with the company's overall compliance framework. They will act as an expert advisor to management and operational departments, fostering a culture of compliance and ethics at all levels of the company


Key Responsibilities:


1) Overall Compliance Strategy & Management:

Develop and implement a comprehensive compliance strategy aligned with airport objectives and regulatory requirements.

Identify, assess, and manage compliance risks across the company.

Develop, review, and update compliance policies, procedures, and guidelines (including Corruption Risk Mapping, Third-party evaluation.

Ensure constant regulatory watch to anticipate legislative changes and their potential impact on the airport.

Conduct regular internal audits to assess the effectiveness of compliance controls.

Lead the reporting of alerts (Human rights, Business ethics, Safety & Security, Environment, and others).

Internal audit and insurance management.


2) Internal Control Coordination & Group Campaign Leadership:

Coordinate the internal control framework and processes across various departments within Belfast International Airport, ensuring their effectiveness and alignment with compliance objectives.

Work with heads of department to identify control gaps, implement corrective actions, and monitor the ongoing effectiveness of internal controls locally.

Develop an Ethics and Compliance programme.

Facilitate Senior Management engagement.

Lead and coordinate the VINCI Group's internal control campaign within the company, ensuring timely and accurate execution of Group-wide internal control requirements and reporting.

Facilitate the documentation and regular review of key internal controls.


3) Risk Management

Joint responsibility for the companys risk management framework alongside the Chief Operating Officer.

Identify, assess, and monitor operational, compliance, cyber, financial, and reputational risks across the company.

Collaborate with departments to implement correction action

Maintain risk register and control frameworks


4) Data Protection:

Act as the primary point of contact for all data protection matters, including GDPR (General Data Protection Regulation) and relevant local legislation.

Develop, implement and maintain data protection policies and procedures (e.g., privacy policy, data retention policy, data subject request procedures).

Oversee the conduct of Data Protection Impact Assessments (DPIAs) for new projects and systems.

Manage Data Subject Access Requests (DSAR).

Manage data security incidents and data breaches, including notification to supervisory authorities and affected individuals, where necessary.

Maintain all necessary records of processing activities.

Ensure staff training and awareness on data protection best practices.


5) Collaboration and Stakeholder Engagement:

Foster strong collaborative relationships with operational and technical teams across the airport to embed compliance into daily activities and project lifecycles.

Actively engage and collaborate with compliance teams and stakeholders at other UK airports within the Group to share best practices and ensure consistent application of Group standards.

Work closely with the VINCI Group's central compliance functions to align local strategies with overarching Group policies and initiatives.


6) Training and Awareness:

Develop and deliver regular compliance training programs for all employees, focusing on key areas of data protection, health and safety, and environment.

Promote a proactive compliance culture and integrity within the airport.


7) Reporting and Communication:

Prepare regular reports on compliance status for senior management and the board of directors.

Serve as a point of contact for external regulators and competent authorities on compliance matters.


8) General

Uphold the companys information security policies and procedures, ensuring the confidentiality, integrity, and availability of company data. Any intellectual property created in the course of employment shall remain the property of the company.

Ensure that all Statutory and Company regulations regarding finance, health and safety, fire and security are followed to protect airport users, staff members and the business interests of the Company.
