About The Roles
Plymouth City Council is recruiting two Technical Lead Homelessness posts to provide system leadership and drive project delivery during a significant period of transformation. Working within Community Connections, these roles will play a central part in shaping how the Council and its partners respond to families, individuals and couples who are at risk of homelessness, and to people who are already experiencing homelessness and multiple disadvantage.
The post holders will act as subject matter experts, providing service wide leadership on homelessness prevention, statutory compliance and system wide service development. A key focus of these roles will be to prevent homelessness wherever possible and to ensure that people experiencing homelessness can access effective support and pathways.
System leadership and partnership working
These roles will work collaboratively across services that support families, individuals, couples, and young people. You will build strong partnerships across the Council and with colleagues in health, housing, and the voluntary and community sector to improve joined up responses and improved outcomes.
Project delivery and service development
You will lead and contribute to the delivery of priority projects across Community Connections during a period of significant change. This will include supporting service improvement, responding to legislative and policy change, using data and evidence to inform decisions, and ensuring agreed priorities are delivered to time and to a high standard.
What We Are Looking For
You will bring significant experience of working within homelessness or a related statutory service, together with a strong understanding of relevant legislation, policy frameworks, and service and system development.
You will be confident working at a strategic level while remaining focused on delivery and outcomes.
You will have a proven ability to work collaboratively across organisational and sector boundaries, influence change, and build collective ownership of priorities. Strong analytical skills, high quality written communication, and experience of leading or supporting complex projects will be essential.
