2 references are required, where possible we require a 3‑year history.

DBS (Disclosure and Barring Service) clearance is required. The post is covered by the Rehabilitation of Offenders Act 1974 (Exceptions) Order 1975 (amended in 2013). Information will be handled confidentially.

Casual Car Documentation

The successful candidate will be a designated Casual Car User, which may require occasional car journeys. If you drive, you must hold a full valid driving licence and provide your own car for use at work, and submit all required documentation. An allowance is paid per mile of business use.

Working Style

Hybrid – employees split time between working remotely and on‑site.

Job Summary

The Quality Assurance Manager leads a team of Quality Improvement Officers to continuously improve the quality of adult social care providers across Manchester. The role engages with providers on a daily basis, manages provider meetings, promotes team achievements, and develops tools and relationships within the market. It is a high‑profile role that includes attending senior meetings and shadowing audit work for ongoing development.

Responsibilities

  • Manage a team of Quality Improvement Officers, developing team processes and tools.
  • Maintain partnership relations with commissioned providers across all adult social care sectors.
  • Work with providers daily on escalation, audit work, safeguarding support, complaint handling, and report writing.
  • Develop the market to meet ongoing challenges in adult social care.
  • Represent the council in senior meetings and high‑profile presentations.
  • Support and cover for other Quality Assurance Managers as required.
  • Shadow audit and improvement officers for supervision and workforce development.

Qualifications

  • Good communicator with strong listening and report‑writing skills.
  • Experience managing a staff team working in the community.
  • Robust understanding of adult social care delivery and regulatory activity.
  • Ambassadorial quality in driving improvement across the sector.
  • Strong analytical and KPI interpretation abilities.
