Job overview

Managerial Responsibilities:

  • Responsible for monitoring and ensuring that the operation and maintenance of Estates services, buildings and building services installations comply with health service requirements and statutory instruments.
  • Directing, encouraging and motivating contractors to achieve financial and key performance targets.
  • Provide long term maintenance planning, short term project planning and emergency/contingency planning for critical services.
  • To co‑ordinate and liaise with other staff within the Estates Directorate ensuring efficiency in service provision.

Main duties of the job

Manage the provision, maintenance, and statutory compliance of NHS Estates electrical infrastructure, plant, equipment, and services to ensure safe, resilient, and fit‑for‑purpose healthcare environments across all Trust sites.

Lead the operation, maintenance, and lifecycle management of hospital electrical engineering systems, ensuring continuous safety, compliance, and reliability.

Provide authoritative specialist electrical engineering advice to managers, clinical teams, and Estates staff to support effective decision‑making and operational resilience.

Specify, procure, and manage electrical engineering contracts, delivering high performance, value for money, and strong contractor governance. Ensure full compliance with statutory legislation, NHS England guidance, Health Technical Memoranda, and relevant standards.

Develop cost‑effective, evidence‑based maintenance strategies that support patient safety and business continuity. Monitor contractor performance, address non‑compliance, and ensure systems are inspected, tested, and accurately documented to meet regulatory, audit, and assurance requirements.

Travel between Trust sites as required to support operational delivery, inspections, audits, and stakeholder engagement.

2. EDUCATION, QUALIFICATIONS & TRAINING

  • Must have a good standard of general education plus additional knowledge attained via a recognised and relevant diploma level (at HNC/HND level) in Building Services/Mechanical Engineering/Construction related discipline or approved equivalent training
  • Professional knowledge acquired through degree or equivalent plus specialist knowledge acquired through relevant post‑graduate courses and experience to masters equivalent level
  • Completion of a structured training programme in engineering discipline for a minimum period of five years
  • Full Current Driving Licence
  • Degree in Building Services/Mechanical Engineering/Construction related discipline or equivalent experience

3. EXPERIENCE

  • Experience of managing engineering building services, operational engineering maintenance and repair services
  • Experience and knowledge of operational budget management
  • Managing experience of contractors
  • Extensive knowledge and experience of working with engineering systems within complex organisations and environments
  • Experience of working within and developing a ‘safe system of work’ and dealing with health and safety issues
  • Experience in specifying and managing engineering contracts
  • Experience of Estates Management/Project Management including the concurrent management of multiple projects and services

4. SKILLS, ABILITIES & KNOWLEDGE

  • Demonstratable knowledge and approach to maintenance management and methodologies a structured, analytical, and best practice approach to maintenance management
  • Good communication skills, both written and verbal to a wide range of individuals and groups at all levels internally and externally
  • Computer literate and proficient in the use of Microsoft Office suite, BMS and CAFM systems
  • Able to analyse data and produce reports using a range of software packages
  • Demonstrable record of accomplishment of working effectively within and through multi‑disciplinary teams
  • Works independently and exercises a high degree of professional judgement
  • Knowledge of HTM’s, HBN’s and Estates specific legislation
  • Good knowledge of energy efficient working practices within building services engineering
