Job Overview

Our client, a leading provider of welding and coating services for the onshore and offshore energy and infrastructure sectors, is looking for a Quantity Surveyor to work from their Burnley office. The QS will be responsible for shaping and driving the commercial success of the business, delivering robust commercial management across projects operating under NEC3 | NEC4 and similar contract frameworks.

Responsibilities

  • Ensure commercial governance, cost control, contract compliance, and risk mitigation throughout the project lifecycle.
  • Report directly to the Project Delivery Manager and work closely with project and commercial teams to support successful delivery via effective project control leadership, project profitability and sustainable growth.
  • Act as a key participant in strategic planning and implementation, market analysis, profitability reviews and contract management.
  • Oversee the workload, performance, and development of a Commercial Assistant.
  • Lead and manage all commercial activities from project handover and budgeting through to final project results and cash collection, ensuring profitability, compliance, and sustained business growth.
  • Oversee contract management, performance monitoring, and strategic market development.

Desired Qualifications

Education

  • Desirable: Degree in Finance, Quantity Surveying, Commercial Management, Construction Management, Law, or related discipline (or equivalent experience).

Experience

  • Essential: A track record in a relevant commercial role.
  • Essential: Solid knowledge of performance reporting and financial/budgeting processes.
  • Essential: Combine commercial awareness with a strategic and growth mindset.
  • Essential: Be forward‑thinking and adaptable to market dynamics.
  • Desirable: Experience with managing NEC contracts.

Skills & Knowledge

  • Essential: Financially strong.
  • Essential: Strong experience in commercial or contract management with in-depth knowledge of NEC3 and NEC4 contract suites.
  • Essential: Background in construction, infrastructure, civil engineering, utilities, or related sectors.
  • Essential: Sound understanding of contract law, cost management, risk management, and commercial governance.
  • Essential: Strong negotiation, analytical, and commercial problem‑solving skills.
  • Essential: Excellent communication and stakeholder management skills.
  • Essential: Competent in commercial and project management systems.
