Job Summary

NUPAS are recruiting a Health, Safety and Estates Manager to join our growing team. This role requires working 37.5 hours per week across five days, responsible for all Health & Safety matters and estate duties across five main hubs covering the Midlands and North‑West. It is a hybrid position with office time at either the Birmingham or Manchester head office, with travel between sites as required.

Job Responsibilities

  • Develop and implement a robust Health & Safety management system for NUPAS, promoting high standards across all activities.
  • Review, update and enforce all Health & Safety policies and procedures to ensure legal compliance and relevance to operations.
  • Design and run a proactive audit and inspection programme to identify risks, drive continuous improvement and maintain ongoing compliance.
  • Develop and manage the organisations Health & Safety training strategy, establishing systems to identify training needs and monitor attendance.
  • Promote and embed a positive Health & Safety culture at all levels through engagement, leadership and targeted initiatives.
  • Oversee the creation and review of safe systems of work, ensuring compliance through audits across our hubs.
  • Lead investigations of accidents, near‑misses and other incidents, identifying root causes, implementing controls and meeting statutory reporting requirements (e.g. RIDDOR).
  • Provide expert advice and support on health, safety and estate matters to staff, establishing clear contact routes during out‑of‑hours and leave periods.
  • Act as the primary contact for regulators and external auditors regarding Health & Safety and estates compliance.
  • Maintain current knowledge of legislative frameworks, guidance, industry best practice and emerging improvements, communicating changes promptly.
  • Develop and manage an effective Planned Preventative Maintenance (PPM) system covering fire safety, asbestos, legionella, electrical and gas safety.
  • Prepare and deliver regular status updates to the NUPAS Executive Leadership Team, covering KPIs and emerging risks.
  • Ensure appropriate maintenance and security arrangements across five hubs, overseeing upkeep, repairs, refurbishments and equipment maintenance.
  • Coordinate and supervise approved contractors and suppliers to ensure compliance and value for money.
  • Consistently uphold and adhere to NUPAS values and strategic objectives.
  • Work independently, exercising judgement on day‑to‑day operational and strategic issues.
  • Maintain a professional work ethic and promote professionalism throughout the organisation.

Experience & Qualifications

  • Essential:
  • Minimum of five years in a Health & Safety management role.
  • Minimum of a NEBOSH General Certificate (NG1/NG2) or equivalent Level 3 Health & Safety qualification.
  • Evidence of ongoing Continuing Professional Development (CPD).
  • Proven ability to promote and embed a positive Health & Safety culture.
  • Demonstrable experience in developing risk assessments, conducting inspections/audits and undertaking incident investigations (including RIDDOR reporting).
  • Strong knowledge of estate statutory compliance requirements (fire safety, asbestos, legionella, electrical and gas safety).
  • Full UK Driving Licence.
  • Strong leadership, mentoring and stakeholder management skills.
  • Excellent written and verbal communication skills, including report writing and presenting to senior stakeholders.
  • Desirable:
  • Experience managing Health & Safety across multiple sites.
  • Experience in regulated environments (e.g. CQC).
  • Experience developing and implementing formal Health & Safety management systems such as ISO45001.
  • Experience managing contractors and ensuring compliance with health, safety and regulatory standards.
  • Experience managing budgets and delivering value for money.
  • Experience developing and managing Planned Preventative Maintenance (PPM) systems.
  • Experience using digital compliance and training management systems.

Salary and Contract

Annual salary: £55,711.50.

Contract type: Permanent.

Working pattern: Full‑time, hybrid role with office days at Birmingham or Manchester headquarters and travel across sites.
