Overview

Community Operations division is seeking a dynamic and experienced Programme Manager to lead on the high-profile programme of work within our Land, Waste and Fleet function. This role is temporary for a period of up to 23 months and will have a particular focus on a nation-wide recycling initiative supported by the Scottish Government in 2026.

As part of a new initiative, all Councils across Scotland received dedicated funding to improve recycling rates across the country. The aim of the initiative is to support Councils to enhance recycling performance by improving infrastructure, developing policies and procedures, and increasing both the quantity and quality of recycling.

The Programme Manager is responsible for delivering wider environmental benefits by ensuring waste is managed, treated, and prepared appropriately before being returned to the market. The initiative is designed to strengthen waste management infrastructure, support community-based projects, and contribute directly to Scotland’s transition towards a circular economy.

The Programme Manager will undertake a full options appraisal and present recommendations, including a comprehensive project plan for the infrastructure required. This may include, for example, proposals such as the development of a Waste Transfer Station or a papermill.
