Northern Ireland Expert Member – Prison Service Pay Review Body Closed

The Prison Service Pay Review Body (PSPRB) Regulations 2001 (the Regulations) establish a body that examines and reports on matters relating to rates of pay and allowances for the England and Wales Prison Service and equivalent posts in Northern Ireland. The PSPRB provides independent advice on the pay of governing governors, operational managers, prison officers and support grades in the England and Wales Prison Service, and equivalent roles in Northern Ireland. Reports are submitted to and considered by the Prime Minister, the Lord Chancellor, the Chief Executive Officer of His Majesty’s Prison and Probation Service, the Northern Ireland Minister of Justice and the Director General of the Northern Ireland Prison Service.
The PSPRB is required to consider the need to recruit, retain and motivate qualified staff, regional and local variations in labour markets, legal obligations, government policies, available funds and the competitiveness of the Prison Service relative to the private sector.
The Board is appointed by the Secretary of State for Justice on the advice of the Prime Minister, and must have at least six and no more than ten members, including the Chair.
Responsibilities
- Assess written and oral evidence from government and trade unions, and other parties.
- Assimilate information on pay, policy, economic, workforce and financial matters to develop independent analyses.
- Meet with staff and managers/leaders to gather information.
- Formulate conclusions, formulate recommendations and present them to government under the guidance of the Chair.
- Contribute to the PSPRB’s annual recommendations to government.

Person Specification
- High degree of analytical intelligence, with the ability to understand and interpret complex qualitative information, economic and statistical data, and develop evidence‑based recommendations.
- Strong communication, interpersonal and stakeholder engagement skills, with the ability to influence, challenge opinions where necessary and maintain confidence.
- High standards of corporate and personal conduct, including a strong commitment to equal opportunities, impartiality and the independence of the Body.
- A record of significant achievement operating at a strategic level within a complex organisation.
- A good understanding of the political context and community concerns in Northern Ireland.
- Experience or knowledge in one or more of the following domains:
- Unionised environments, pay bargaining, employee relations and national issues relevant to the Pay Review Body.
- Pay, pensions, performance management and reward issues.
- Policy, financial and operational factors affecting public sector pay decisions.
- High‑level financial management within a private, public or third‑sector organisation with a multi‑million pound annual budget.
