Job Description:

This role is a senior HR and Pay & Reward position within a local authority, focused on job evaluation, pay structures, and reward strategy. The role involves advising managers and HR teams on grading, salary benchmarking, equal pay, and organisational design while ensuring compliance with employment legislation and council policies. The successful candidate will also lead pay-related projects, analyse workforce and payroll data, support organisational change initiatives, and help develop fair and effective reward practices across the organisation.

Key Responsibilities

• Conduct job evaluations using Korn Ferry Hay and GLPC schemes to determine appropriate grading and pay levels.

• Lead and facilitate Job Evaluation Panels to ensure fair, consistent, and accurate role assessments.

• Provide specialist pay and reward advice to managers, HR teams, and stakeholders across multiple council departments.

• Support restructures, organisational design changes, and amendments to job descriptions from a pay and grading perspective.

• Analyse workforce, payroll, and pay data to support benchmarking, reporting, and decision-making.

• Contribute to annual pay gap reporting, salary benchmarking exercises, and reward initiatives.

• Lead People Strategy and Pay & Reward related projects across the council.

• Support annual pay award processes and ensure accurate implementation within tight deadlines.

• Ensure HR policies and pay practices comply with employment law, equal pay principles, and diversity and inclusion standards.

• Prepare reports, recommendations, presentations, and briefing materials for senior leaders, committees, and stakeholders.

Essential Knowledge & Skills

• Strong knowledge of pay and reward principles, salary benchmarking, and compensation practices.

• Significant experience using Korn Ferry Hay job evaluation methodology.

• Understanding of GLPC job evaluation schemes or similar public sector grading frameworks.

• Detailed knowledge of employment law, equal pay legislation, and HR best practices.

• Strong analytical and numerical skills with the ability to interpret payroll and workforce data accurately.

• Experience managing complex job evaluation processes and maintaining consistency across evaluations.

• Ability to provide professional, solution-focused HR and reward advice to senior stakeholders.

• Excellent written communication skills for producing reports, policies, and recommendations.

• Strong stakeholder management, influencing, and relationship-building abilities.

• Ability to manage multiple projects, prioritise workloads, and work effectively under pressure.
