Job Purpose:

Transport for London’s Road User Charging (RUC) team sits at thecentreof how the capital manages congestion, improves air quality, and keeps the city moving. Overseeing major schemes such as the Congestion Charge, ULEZ and TUC, the business area delivers and evolves the systems, policies and digital services that support cleaner travel and reduce traffic across London. With ongoing updates to charging policy, RUC is afast-pacedenvironment shaping the future of sustainable transport.

Within RUC,the new RUC Relet Teamareaccountable for the successful delivery of the business-criticalRUCReletprogrammeand othersignificantchangeactivities. Providingstrategic leadership across a complex matrix of disciplines, managing risks, interdependencies, and therationalisationof multiple complex systems (including technical design and procurement) across the RUC portfolio. Theteam willwork in partnership withseniorleadership across TfL andwithexternal stakeholders to ensureobjectivesare achieved and benefitsrealised. Theteamareaccountable for setting the vision, strategy, and governance framework that underpins the collection of revenue for TfL, while delivering significant cost efficiencies for theorganisation.

You will managepan-TfL matrix teamsat the intersection oftechnology,procurementand operationsina range of projects that deliver new contracts for our RUCservices, andimplementchanges to our schemes.

As a senior member of this new team, this is an exciting opportunity to play a key leading role in establishing and recruiting the team, and embedding the culture and ways of working that will ensure we deliver for London.

Key Accountabilities

Leadinga professionalprogrammeand project management teamtodeliver multiple projects or singleprogrammesas assigned by theHead of RUC Relet, that implement technology changes, business efficiencyimprovementsand procurement obligations to achieve TfL’s businessobjectives.

Shaping and gaining authority forprogrammesassigned by theHead of RUC Relet, working withHeads offunctions and portfolio leads todeveloptheprogrammeapproach and execution plan to meet the required quality, deliverytimescalesand cost.

Working collaboratively with directors, senior teams and subject matter experts on design,deliveryand implementation to achieve business benefits and outcomes.

Delivering reprocured complex internally and external services and systems at reduced cost that meet the needs of the business.

Accountable fordelivering totime,qualityand price. Developing and owning the plan for delivery, leading on theend-to-enddelivery of the procurement/extensions, including planning, shaping, resourcing, benefitsrealisation, securing funding, implementation,programmemonitoringand operational readiness. Ensuring theprogrammerisks and mitigation plans are well defined.

Continuous improvement and delivery of theprogrammesand projects to the quality, time and budget tolerances agreed with theHead of RUC Reletthrough regular reviews with team members, and review and approval of formal project documentation, and ensuring thatprogrammerisks and dependencies are correctly captured and mitigated.

Accountable for holding internal and external suppliers to account for meeting or exceeding delivery requirements.

Influencing,shapingand signing off supplier contracts and building relationships to support the delivery ofprojects andprogrammes, to ensure TfLleveragesthe best value and return when deliveringwith external partners;authorisingproject andprogrammedeliverables and contract payments to agreed values.

Settinghigh standardsofprogrammeand project management practice and coaching individuals within their team to meet or exceed those levels of performance.

Developing effective mutual ‘win-win’ relationships with senior colleagues, stakeholders and suppliers at a day-to-day level andcreateways in whichrelationshipscan be developed and improved.

Skills :

Proven influencing skills at a senior level within a similar environment forallocatedprogrammesand contracts.

Proficient in delivering risk management methods and techniques for the assessment and management of technology and business risk, withinprogrammes, and across projects.

Proven ability to lead and inspire a highly skilled team of project andprogrammeprofessionals andmanage multi-disciplinary teams to deliver effectiveend to endperformance.

A positive,can-doattitude and proven ability to deliver cost effective solutions when metwith difficult and challengingprojectandprogrammeimpactingrisks and issues.

Ability to think strategically, lookinghorizontally at other interdependencies and interfacesas well asvertically on a singleproject /issue.

Proven negotiation andproblem-solvingskills including resolving complex issues which have a high impact on customers

Knowledge:

Recognised project and programme methodologies (such as PRINCE or PMM)

Good understanding of commercial and contract issues to ensure effective, fit for purpose, supply chain arrangements, to deliver value, quality and reliability for theprogrammeand projects.

Good understanding of financialcontrol, procurementprocessesand techniques.

TfL’s policies, managementstructureand businessobjectives(orcommensurateexperience of a similarly complex operational business) and how these drive the management of IT operations.

Good understanding of TfL’s project management processes and procedures.

Good knowledge of relevant national and international legislation relating to Government/Public Sector IT – e.g. Data Protection Act, EU Procurement Directives, IT security mandates and Freedom of Information Act.(Desirebale)

Experience:

Extensive experience of being accountable and personally making a difference for the successful delivery of multiple and varied change projects andprogrammesin a large and complexorganisation, preferablywithin atechnologyand procurementenvironment, and achieving agreed benefits.

Proven experience of setting quality standards, constructing,integratingand managing complex technology projects andprogrammesthrough their lifecycle, ensuring that requirements capture, governance, controls,roles and responsibilitiesand interfaces, are correctly and properlyestablishedand managed to ensure effective andtimelydelivery.

Proven experience of managing,shapingand agreeing complex contract variation structures, content,interfacesand requirements to successfully deliverprogrammeand projects.
