Job Description:

A family run specialist contractor now require the addition of a Pre‑Construction Manager. They will lead the full pre‑construction process for major earthworks and infrastructure tenders, managing each opportunity from initial enquiry through to contract award. This role is central to shaping high‑quality bids and requires strong coordination across technical, commercial, and client‑facing teams. The successful candidate will review client requirements, develop tender programmes, and work closely with engineering teams to refine construction methodologies, sequencing, and temporary works approaches. They will drive bid strategy, identifying opportunities for value engineering, alternative proposals, and risk mitigation, while providing commercial insight to support accurate costings, programme allowances, and key tender assumptions. Collaboration with estimating and commercial teams is essential, as is supporting supplier engagement where required. Client interaction is a core part of the role. The Pre‑Construction Manager will attend client meetings and contribute to mid‑ and post‑tender presentations. Building strong relationships with clients, consultants, and stakeholders is key to securing repeat work.

Candidates should come from a construction background—ideally degree‑educated—with proven bid management experience in civil engineering, infrastructure, or groundworks. Strong leadership and communication skills are essential, along with the ability to manage multiple tenders simultaneously and work effectively under pressure. The ideal individual will be commercially aware, well organised, proactive, and confident engaging with senior management and clients.
