Interim Financial Transformation Lead (Adults Commissioning)

Duration: To be agreed (focused delivery with defined milestones)

Rate: £550–£650 per day (Umbrella, inside IR35 – flexibility for exceptional candidates)

The Opportunity

This role will lead a focused programme of financial recovery and transformation across adult social care commissioning.

The organisation is managing a significant level of outstanding debt linked to commissioned services delivered in partnership with health providers and is seeking a clear, structured approach to recovering income while strengthening the systems and processes that underpin financial management.

This is not a traditional finance role. The requirement is for a commissioning-led transformation specialist who can design and deliver a system-wide approach to financial recovery and improvement. While technical finance support is available (including accountancy, debt recovery and financial controls), the postholder will be expected to operate independently in driving change and shaping the overall approach.

Key Responsibilities

  • Develop the overall policy and approach to financial recovery and financial management within commissioning
  • Design and embed operational processes and infrastructure to support effective financial control and performance
  • Lead debt recovery activity, working with Integrated Care Board and health partners to reconcile and recover outstanding funding
  • Build strong relationships with operational teams and system partners to ensure alignment and shared ownership
  • Establish a clear, time-bound delivery plan providing assurance to senior leadership and auditors
  • Embed sustainable improvements that reduce the risk of future debt accumulation

Context and Challenges

  • Progress to date has been limited by a lack of structured delivery, clear ownership and system alignment
  • The key challenge is to move beyond short-term recovery and address the underlying systemic issues contributing to the position
  • This requires a transformation mindset, with the ability to influence across organisational boundaries and embed lasting change
  • Success will depend on strong partnership working, clear leadership and the ability to deliver at pace while bringing stakeholders with you

Person Profile

  • Strong experience in commissioning-led transformation within local government or a comparable public sector environment
  • Proven track record of designing and embedding systems, processes and ways of working that drive performance improvement
  • Experience working across organisational boundaries, particularly with health partners
  • Ability to operate independently, shaping approach and driving delivery with pace and clarity
  • Strong stakeholder management and influencing skills, with credibility to lead system-wide change
