Description
An exciting opportunity has arisen within Torbay Council’s Human Resources Team for an experienced Human Resources Business Partner. Due to several upcoming TUPE transfers and organisational change projects, we are seeking an additional HRBP to join our busy, fast‑paced team.
Working collaboratively as part of a small and supportive HR function, you will provide high‑quality operational HR support and advice to managers and employees across the organisation. You should be experienced in change management, TUPE, UK employment law and delivering confident, generalist HR guidance.

This position is for a fixed term of 12 months from the start date.

Knowledge
Essential:
- Expert knowledge of UK Employment Law and Legislation.
- Thorough understanding and knowledge of HR policies and procedures across a range of organisations.
- Thorough understanding of Job Evaluations schemes, such as GLPC and Hay, and the ability to undertake evaluations of roles under such schemes.
- Knowledge of NJC and JNC terms and conditions of employment.
- Thorough understanding of TUPE and Change Management practices.
Experience & Qualifications
Essential:
- Human Resources CIPD Level 7 or above and a membership of CIPD.
- Proven experience of working in a Human Resources Team providing detailed specialist and strategic advice to Employees, Managers and external customers.
- Significant experience of managing complex employee relations issues, interpreting legislation, and managing risk.
- Significant experience of working and building effective working relationships with trade unions, including consultation and negotiation.
- Experience of designing and delivery training to a wide range of audiences on a range of HR related topics.
