Overview

Sandwell Metropolitan Borough Council is seeking a knowledgeable and motivated Project Officer to support the delivery of housing capital investment, Aids and Adaptions, compliance and planned maintenance programmes across the borough. The role involves managing projects from inception through to completion, ensuring works are delivered safely, on time, within budget, and to a high standard. You will undertake technical surveys, prepare specifications, oversee contractors on site, and work closely with tenants, colleagues and partners to ensure a positive customer experience and successful project outcomes. This is an excellent opportunity to play a key role in improving housing quality, safety and compliance for our residents.

Key Responsibilities

  • Undertake surveys to assess stock condition, identify defects and determine appropriate remedial works
  • Prepare specifications and schedules of work, ensuring compliance with legislation, standards and best practice
  • Support the procurement and management of contracts, including pre‑tender and post‑tender activities
  • Monitor contractor performance, site progress, quality of workmanship and health & safety compliance
  • Inspect completed works, manage defects, and oversee the Defects Liability Period
  • Liaise with tenants and residents before, during and after works, responding to enquiries and resolving issues professionally
  • Maintain accurate project records, update systems and contribute to performance and financial reporting
  • Support delivery of compliance-related works, including Damp and Mould remediation in line with Awaab’s Law
  • Attend site meetings and contribute to project planning, reviews and lessons‑learned
  • Work collaboratively with internal teams, contractors and external stakeholders to support joined‑up delivery

Essential Qualifications and Experience

  • Relevant technical or construction‑related qualification, or equivalent experience
  • Experience of managing or supporting housing, construction or asset management projects
  • Knowledge of repairs, planned maintenance or capital works processes
  • Understanding of health & safety requirements within a construction environment
  • Strong communication skills, with the ability to engage professionally with residents, contractors and colleagues
  • Good IT skills, including Microsoft Office systems
  • Ability to manage multiple projects, prioritise workloads and work to deadlines
  • Flexible approach to working and ability to travel across the Sandwell area

Desirable Qualifications and Experience

  • Experience working within a local authority or social housing environment
  • Knowledge of contract administration and performance monitoring
  • Understanding of Damp and Mould legislation and compliance requirements
  • Experience producing reports, monitoring budgets or KPI performance

Health & Safety Requirements

This role must comply with all Council policies and statutory requirements, including those relating to Damp and Mould (Awaab’s Law).
