Senior Programme Manager – London Borough of Waltham Forest
We are looking for an experienced and driven Senior Programme Manager to play a pivotal role in delivering the next phase of the council’s Asset Transformation Programme, shaping local services and delivering property solutions that support resident‑focused council services.

- Contract Type: Full‑time, Fixed‑term / Secondment (12 months)
- Working hours: 36 hours per week
Key Responsibilities
- Develop service‑led business cases and asset strategies grounded in data and evidence.
- Lead options appraisal and investment planning across major service and property transformation programmes.
- Act as a strategic bridge between services and property delivery teams.
- Manage complex programmes, ensuring delivery on time, on budget, and to high standards.
- Build and maintain senior stakeholder relationships with Members, directors, partners and external organisations.
- Translate service data (demand, performance, cost) into clear property and service requirements.
- Undertake options appraisals, including cost, risk and deliverability analysis.
- Drive continuous improvement, innovation and service delivery.
- Ensure effective communication and reporting across programmes.
Qualifications and Experience
- Proven experience delivering complex capital and property projects.
- Expertise in business case development, options appraisal and financial analysis.
- Strong stakeholder management and the ability to influence at senior levels.
- Collaborative senior project lead, confident working across matrixed and politically sensitive environments.
- Excellent analytical, communication and problem‑solving skills.
- Degree‑level education or equivalent experience.
- Professional certification in programme/project management desirable (PRINCE2, Managing Successful Programmes (MSP), Agile methodologies).
