About the Team
The Operational Policy and Performance Team is part of the Investment and Operations Unit in the Housing and Land directorate, led by Dan Maton as Assistant Director Investment and Operations. It works across the full breadth of Housing and Land’s work, collaborating with delivery teams, programmes teams and the policy team to support consistent and effective delivery.
About the Role
The Portfolio and Governance Manager will support oversight of processes, programme management and governance across the directorate, ensuring alignment, consistency and efficiency in project and programme management practices. The role provides a unique opportunity to lead data analysis and reporting across multiple large programmes, build relationships with project leads and senior stakeholders, and support the Senior Programme Co‑ordinator in delivering coherent and consistent budget, risk and performance management at a directorate level.
Key Areas of Responsibility
- Lead performance reporting on behalf of the directorate using project management and data analysis tools such as Asana, MS Excel and Power BI.
- Develop and maintain processes and dashboards to provide high‑quality programme management support and portfolio assurance.
- Implement standardised governance procedures to support effective programme delivery and decision making.
- Monitor programme and portfolio‑level risks and issues, ensuring robust risk management approaches are in place.
- Provide directorate management and monitoring of expenditure against programme and project budgets, ensuring forecasts remain in line with centrally agreed budgets.
- Support the Land and Development team with GLAP programme management and reporting activities.
- Support the directorate’s EDI programme through high‑quality data analysis and performance reporting.
What Your Day Will Look Like
- Build relationships and collaborate with project leads to provide clear and accurate progress and performance updates.
- Develop bespoke reports and management information using tools such as Jaspersoft, Power BI, Excel and other data management systems.
- Drive delivery and provide assurance to increase performance by tracking programme progress against targets, budgets, milestones and KPIs.
- Provide ad‑hoc support to project leads and other stakeholders with programme and performance queries, data analysis or reporting requests.
Skills, Knowledge and Experience
- Excellent communication and report writing skills, with the ability to translate large and complex datasets into clear messages for a range of stakeholders.
- Proven ability and experience of establishing and managing complex and diverse stakeholder relationships, working effectively and collaboratively with others.
- A thorough knowledge of portfolio, programme and project management, and supporting governance and control techniques, including project planning and appraisal, financial and performance analysis, risk management, issue resolution and evaluation.
- Proven experience of setting up and managing performance monitoring systems and processes for large‑scale projects and programmes.
- Proven expertise in the use of data analysis software such as Jaspersoft, Power BI or MS Excel.
