Estate Manager

Full time – Mon‑Fri, 36 hours per week

Temporary role – 3 months with likely extension

Salary: £21.70 per hour PAYE / £28.29 per hour Umbrella

To manage approximately 750 properties and deal with a wide range of tenancy and leasehold issues.

Specific Duties

  1. Responsible to the Area Housing Manager through the Senior Estate Manager for the day‑to‑day management and routine repair of a group of dwellings within the Area.
  2. Provide the main point of contact with tenants and leaseholders by receiving and acting upon complaints and enquiries, carrying out inspections and recommending improvements as necessary.
  3. Prioritise own workload, dealing with enquiries and requests on management and repair matters in accordance with established policies and procedures, and comply with relevant legislation and case law.
  4. Investigate and recommend management transfers, discretionary tenancies, succession requests, and prepare reports for the Area Housing Manager/deputy as appropriate. Liaise with internal and external agencies for vulnerable residents and attend multidisciplinary case conferences.
  5. Issue repair orders, carry out post‑inspections, check invoices, process variation orders and resolve disputes regarding invoices while ensuring security measures for vacant properties.
  6. Assess permissions for alterations/improvements, investigate unauthorised alterations, investigate breaches of HMO regulations and take enforcement action where required.
  7. Investigate and act on routine and non‑routine cases of antisocial behaviour, hate crime reports, and keep the NPS database updated. Initiate mediation and take enforcement action where appropriate.
  8. Investigate complaints from residents, elected MPs and ward councillors.
  9. Process Flexible Fixed Term Tenancy reviews, leasehold pre‑assignment queries and Right to Buy checks to ensure statutory compliance.
  10. Assist the Resident Participation Officer in maintaining positive liaison with existing tenant and leaseholder associations and attend relevant meetings.
  11. Attend court on housing management and gas safety cases, arrange and attend evictions, and execute gas safety injunction orders.
  12. Calculate charges for major works, consult with leaseholders, prepare consultation letters, negotiate charges, and answer service charge enquiries within statutory timeframes.
  13. Conduct fire safety checks, ensure compliance with fire regulations, clear communal areas, and initiate enforcement action where necessary.
