Overview

The Clinical Site Manager is a senior nursing role with significant operational and clinical responsibility. The role provides 24‑hour leadership and managerial presence on the Royal Blackburn site and oversight of peripheral sites, ensuring safe, timely flow of patients and resolution of capacity‑related pressures.

Responsibilities

  • Provide immediate response to emergency incidents across the site to safeguard patients, carers, relatives and staff.
  • Lead and coordinate emergency situations, liaise with Trust management and external stakeholders to bring incidents to a safe conclusion.
  • Provide strong clinical leadership for the Patient Flow Team and actively contribute to achieving the Trust’s objectives, targets and strategic plans.
  • Operationally lead and manage the Patient Flow Team to ensure safe and timely flow of patients through all emergency and elective pathways on all hospital sites.
  • Monitor and review financial services, maintain and develop an environment and culture that improves health, safety and security.
  • Appraise, interpret and apply suggestions, recommendations and directives to improve services and promote the highest standards of patient care.
  • Ensure the effective use of Trust resources, work within budget and monitor utilisation of agency staff.
  • Monitor the effectiveness of admission/discharge management on a regular basis, provide feedback and implement changes as required.
  • Maintain effective communications systems to keep capacity information up to date and use it for decision‑making.
  • Work proactively to reduce delays in the admission and discharge of emergency and elective patients.
  • Provide advice and support for patients, carers and relatives, act as the first point of call for information and concerns referred from the ward.
  • Collect, collate, analyse and report information; ensure accurate patient records and take action to address issues.
  • Establish an effective working relationship with ward nursing and clerical staff to promote services and embed changes.
  • Assist with the logistical challenges of opening escalation areas during times of capacity pressure.
  • Implement the Major Incident Plan when required.
  • Implement disciplinary procedures and initiate first‑line action where required.
  • Manage sickness & absence, appraisals and mandatory training for the Patient Flow Team.
  • Attend appropriate meetings to support team and service development and maintain clinical skills and knowledge.
  • Ensure nursing practice follows Trust policies and procedures; manage violence and aggression, attend inpatient security calls if needed.
  • Use e‑roster, Safe Care systems and IRIS to organise nursing skill mix across the Trust out of hours.
  • Respond to all emergencies, clinical, security and fire calls and address concerns and complaints from patients and relatives.
  • Maintain overview of all patients requiring special observations during out of hours periods; monitor wards for safety and quality.
  • Carry out safeguarding duties for adults and children and provide DOLS advice.
  • Carry out regular quality reviews focusing on care provision on wards at night and share findings with Divisions.

Qualifications

  • Registered General Nurse (RGN).
  • Degree or relevant leadership qualification.
  • Familiarity with EPR and Trust IT systems.
  • Acute clinical experience in a hospital setting.
  • Proof of appropriate UK professional registration.

Desirable Skills

  • Experience within an acute environment using flow systems.
  • Understanding of escalation and major incident policies.
  • Ability to work under pressure and manage fluctuating workload.
  • Knowledge of KPI & UEC standards and targets.
  • Capability to de‑escalate stressful situations.
  • Ability to work within and lead a diverse team and wider multidisciplinary team.
  • Awareness of clinical governance and patient safety systems and reporting.
  • Knowledge of national targets and the 10‑year NHS plan.
  • Strong communication and leadership skills.
