Job Overview

Provide leadership and management to the Primary/Intermediate Mental Health Team (PIMHT) to deliver comprehensive, high‑quality primary/intermediate mental health care to adults aged 18 and over in Blackpool. Ensure robust assessment, intervention and support in partnership with individuals, carers and other agencies. Oversee, lead and develop all appropriate mental health pathways, offer supervision, consultation and educational sessions to key stakeholders, participate in the Directorate on‑call rota, provide comprehensive reports and dashboards, and act as deputy for the head of service where appropriate.

Main Duties

  • Services: Deliver effective health and social care services for individuals with primary/intermediate mental health needs.
  • Leadership: Lead the integrated team, establish vision and support all staff and service users.
  • Human Resources: Apply HR policies and procedures in line with organisational requirements.
  • Service Development: Respond to local and national strategy, legislation changes and develop seamless pathways.
  • Finance: Manage pay, non‑pay and commissioning budgets effectively.
  • Standards & Performance Review: Monitor performance, ensure compliance with policies and contribute to outcomes for individuals and families.
  • Safeguarding: Lead the safeguarding agenda within the service area.

Detailed Responsibilities

  1. Service Provision
    • Ensure referrals are managed effectively and passed to the appropriate professional.
    • Allocate work across the team.
    • Ensure assessments meet organisational standards.
    • Maintain case recording standards and audit systems.
    • Commission services based on assessment needs/outcomes.
    • Conduct regular reviews per organisational policies.
    • Promote safeguarding and implement safeguarding processes.
    • Represent the MD team in interagency meetings.
    • Support and report on MDT work.
    • Apply legislative, policy and strategy requirements, including court of protection applications.
  2. Leadership
    • Lead the team to achieve objectives.
    • Represent the team in business/management meetings.
    • Maintain high professional standards.
    • Support senior managers in service development and representation.
    • Lead continuous service improvement and system influence.
  3. Human Resources
    • Identify staffing requirements.
    • Recruit and select staff following procedures.
    • Ensure staff receive training, support and professional development.
    • Maintain supervision and appraisal compliance.
  4. Service Development
    • Implement NHS service development requirements.
    • Contribute to long‑term strategic development of mental health services.
    • Provide performance data to Head of Service.
    • Develop and monitor team business plans.
    • Support broader service developments.
  5. Finance
    • Control expenditure against the allocated budget.
    • Monitor spend against commissioning budget.
    • Ensure administrative and financial procedures are followed.
    • Report regularly on financial position.
  6. Standards and Performance
    • Ensure health staff comply with standards.
    • Provide professional supervision.
    • Attend supervision with Head of Services.
    • Address poor performance.
    • Comply with performance monitoring requirements.
    • Develop teams and individuals to enhance performance.
  7. Partnership and Inter-Agency Activity
    • Foster partnership working at all levels.
    • Report regularly to employ organisations.
    • Enable service users in development and ongoing work.

Person Specification – Education and Qualification

  • Training and experience in clinical management
  • Evidence of ongoing professional development
  • State registration with NMC/HCPC
  • Non‑Medical prescribing or willingness to work toward it

Experience and Knowledge

  • Minimum 5 years post‑registration clinical experience (at least 4 in community mental health)
  • Experience within mental health settings and services
  • Experience across complex mental health settings
  • Experience managing people and change
  • Problem solving and multidisciplinary/multi‑agency working
  • Leading a team and handling complaints
  • Experience with HR processes (recruitment, absence, staff management)

Skills and Ability

  • Understanding of Health and Safety Policy
  • Risk assessment skills
  • Evidence of recent personal/professional development
  • Knowledge of evidence‑based practice and 1983 Mental Health Act
