Senior Business Systems Analyst – Student Loans SLC / PGNI

Hybrid – Outside IR35

This role requires an individual who is comfortable managing changing priorities, driving stakeholder engagement, and delivering structured analysis across large‑scale technical environments.

Key Responsibilities

  • Work closely with business and technical stakeholders to gather, analyse and document requirements.
  • Manage changing requirements and evolving project scope across delivery lifecycles.
  • Identify and document non‑functional requirements including security and release considerations.
  • Perform detailed data analysis across multiple data sources and systems.
  • Design and document data flows, transformations, sequence diagrams and source‑to‑target mappings.
  • Support creation of HLDs and technical documentation.
  • Work closely with developers to evolve practical technical solutions.
  • Support Agile SCRUM delivery across cross‑functional teams.
  • Track actions, dependencies and stakeholder deliverables through to completion.

Mandatory Skills and Experience

  • Minimum 10+ years Business Systems Analyst experience, with at least 7+ years in technical environments.
  • In‑depth knowledge of the Student Loans Company (SLC) domain, including systems, operational processes and capabilities.
  • In‑depth knowledge of UK Student loan systems for PGNI (Postgraduate Loan Northern Ireland), PG (Postgraduate Loan), UG (Undergraduate Loan) for part‑time and full‑time.
  • Strong familiarity with the Student Loan System, including multi‑product and multi‑domicile configurations and interconnectivity dependencies to other government agencies such as HMPO, DVA, HMRC, and its underlying technology stack.
  • Strong experience managing changing requirements and scope.
  • Strong stakeholder engagement and communication capability.
  • Experience identifying non‑functional requirements.
  • Hands‑on experience in data analysis using Oracle, SQL, MongoDB, DynamoDB, Excel, JSON and CSV.
  • Experience designing data flows and transformations.
  • Experience producing sequence diagrams and source‑to‑target mappings.
  • Experience within Agile SCRUM delivery environments.
  • Comfortable operating in fast‑paced delivery environments with changing priorities.
  • Strong collaboration across Product Owners, Developers and Testers.
  • Strong analytical, communication and leadership capability.
  • Significant onsite client‑facing experience.

Good to Have Skills

  • Experience using Visio, Draw.IO, JIRA and Confluence.
  • Knowledge of APIs, system integrations, SQL, PL/SQL, MuleSoft and cloud migration projects.
  • Knowledge of Student Loans Company domain.
  • Experience with UK student loan systems and related government integrations including HMRC, HMPO and DVA.
