Job title: Apprentice Highways Development Technician
Salary: £24,480 – £33,699 (A1 – C3)

Role Overview
You will support safe and sustainable development in Leeds, assessing development proposals and promoting transport options. Apprentices will be registered with the Institution of Civil Engineers as student members and employed under a formal training agreement with the council.

The Role
The role involves:
- Working within the transport development services team to assess transport and highway safety, accessibility and impacts of development proposals
- Developing technical and operational solutions to traffic and transportation issues
- Drafting drawings, reports and consultation responses using CAD and analysis tools
- Preparing written appeal statements and evidence for public inquiries and hearings
- Liaising with internal services, consultants, contractors, developers and other public bodies
- Keeping up to date with legislation, policy and procedural changes
- Participating actively in staff appraisal and development schemes
- Assisting in the planning and design of highway works and ensuring safety of staff and users
- Providing mentorship and coaching to junior staff and apprentices where required
- Performing any other duties commensurate with the grade of the post
Qualifications
- At least 5 GCSEs Grade 9–4 (or equivalent) including English, Mathematics (Grade B) and Science
- Enrolment in Level 3 BTEC Diploma in Construction and Built Environment (Civil Engineering) and progress to Level 4 HNC in Civil Engineering
- Ability to keep accurate records, communicate effectively, negotiate, and solve problems
- Proficiency in standard ICT packages, report writing and dealing with the public
- Knowledge of local authority operations, legal frameworks and project management techniques
- For higher grades: ability to apply engineering principles, use specialist design and modelling software, and produce complex reports and recommendations

Desirable Requirements
- Experience with preparing transport statements, travel plans, and transport assessments
- Experience in obtaining approvals and legal documentation for highway works
- Experience in preparing appeal statements for written representations and hearings
