Commercial Manager – Preconstruction & Contracts

We are recruiting on behalf of a leading civil engineering contractor with a strong reputation across the energy and infrastructure sectors.

Due to continued growth, they are seeking an experienced Commercial Manager to lead the commercial and contractual function across a diverse portfolio of civil engineering projects throughout Scotland.

This is a strategic senior-level appointment focused on both pre and post-contract commercial management. The successful candidate will play a key role in reviewing and negotiating contracts, identifying and mitigating commercial risk, supporting procurement strategy, and ensuring projects are set up on a strong commercial footing from tender stage through delivery.

The role would suit an experienced Commercial Manager, Senior Commercial Manager, Managing QS, or Preconstruction Commercial Manager with strong knowledge of NEC/FIDIC contracts and experience operating within a civil engineering contractor environment.

Key Responsibilities

• Review, negotiate, and manage construction contracts including NEC, FIDIC, and SBCC forms

• Identify commercial, contractual, and legal risks across tenders and live projects, advising on mitigation strategies

• Lead commercial discussions with clients, subcontractors, suppliers, and stakeholders to secure favourable contract terms

• Support both pre-contract tendering activities and post-contract commercial management

• Oversee procurement strategy, subcontract administration, and supplier performance

• Conduct commercial reviews and value engineering exercises to improve project performance and profitability

• Prepare commercial forecasts, activity schedules, and supporting tender documentation

• Work closely with Estimators, Bid Managers, Quantity Surveyors, and operational teams to ensure commercial alignment throughout project lifecycles

• Support claims management, contract change control, and dispute avoidance where required

• Draft and negotiate Letters of Intent (LOIs) and subcontract agreements

• Provide commercial guidance and support to senior leadership teams

Requirements

• Degree qualified in Quantity Surveying, Commercial Management, Civil Engineering, or related discipline

• Extensive commercial experience within a civil engineering or infrastructure contractor environment

• Strong working knowledge of NEC, FIDIC, and/or SBCC contracts

• Proven background in contract negotiation, commercial risk management, procurement, and tender support

• Ability to influence and engage confidently with both internal and external stakeholders

• Excellent commercial awareness, negotiation skills, and attention to detail
