Location: National / Hybrid (flexible, aligned to nearest ISS office)

About the Role

We are looking for an experienced Technical Change & Implementation Manager to lead the stabilisation and transformation of a critical government contract. This is a high-impact role focused on transitioning a contract from its current state into a fully operational business-as-usual (BAU) environment.

This is a unique opportunity to take ownership of a complex programme, implement meaningful change, and leave a lasting legacy across a large-scale engineering operation.

As a senior change-focused Programme Manager, you will:

Programme Delivery

  • Take end-to-end ownership of programme execution, from contract interpretation through to engineering delivery
  • Lead the retroactive mobilisation of the contract, implementing missing processes, systems, and controls
  • Deliver large-scale engineering improvement and rectification programmes
  • Ensure all change initiatives are delivered on time and fully embedded

Contract & Operational Alignment

  • Conduct deep dives into contract requirements and translate them into operational delivery models
  • Develop PPM schedules, workflows, and service processes
  • Ensure operational readiness and assess business impact before implementation

Engineering & Service Oversight

  • Align engineering resource delivery, ensuring work is scheduled and allocated effectively
  • Oversee service delivery performance across sites, ensuring KPIs, SLAs, and compliance standards are met
  • Act as the accountable lead for technical service performance and issue resolution

Governance, Risk & Compliance

  • Establish governance frameworks and robust control mechanisms
  • Identify, manage, and mitigate technical and operational risks
  • Ensure all activity meets legal, contractual, and regulatory requirements
  • Promote a strong health & safety, zero-incident culture

Systems & Process Integration

  • Embed standardised processes within CAFM systems (e.g. Maximo)
  • Implement consistent reporting structures and ways of working
  • Develop and roll out standard operating procedures

Stakeholder Management & Improvement

  • Engage and influence senior stakeholders both internally and externally
  • Provide clear communication, reporting, and programme assurance
  • Use data insights to drive continuous improvement across engineering delivery

About You

We’re looking for a senior-level professional who thrives in complex, change-driven environments.

Essential Experience & Skills

  • Proven track record delivering complex technical change or mobilisation programmes
  • Strong background in engineering service delivery (Preferably within FM)
  • Ability to translate contractual requirements into operational solutions
  • Experience implementing governance frameworks, systems, and process improvements
  • Strong stakeholder engagement skills at senior level
  • Familiarity with CAFM systems such as Maximo
  • Strong understanding of contract delivery and SFG20

Qualifications

  • Degree or HNC qualified (or equivalent experience)
