About the Post

Join Barnsley Council’s Personalisation Team as a Personalisation Monitoring Officer. This role focuses on auditing Direct Payment and Supported Managed Accounts to ensure public funds are used appropriately while maintaining choice, control and wellbeing at the heart of care. You will review bank statements, invoices, payroll, timesheets, confirm client contributions and detect discrepancies. You will liaise with service users, families, appointees, agents and solicitors to communicate audit outcomes, recover unspent money and close accounts in compliance with the Care Act and related legislation.

Responsibilities

  • Conduct audits of Direct Payment and Supported Managed Accounts, reviewing financial records and ensuring alignment with support plans.
  • Communicate audit results clearly to service users, families, agents, and solicitors, providing support during the recovery of unspent funds.
  • Recover and return any unspent or recovered money to the local authority following monitoring, audit and closedown processes.
  • Maintain organised records and case notes, ensuring accurate documentation throughout the audit cycle.
  • Perform final audits at the conclusion of Direct Payment accounts, confirming balances and arranging returns of unused funds.
  • Collaborate with colleagues in Commissioning Improvement & Assurance, Social Care in adults’ and children’s services, and other cross‑functional teams to support positive outcomes for people.

Qualifications & Requirements

  • Speak and write English to an appropriate standard.
  • Pass a basic criminal record check.
  • Provide a reasonable account of any significant periods (six months or longer in the past three years) spent living abroad, if applicable.
  • Be prepared to start work with the necessary legal documents such as a valid visa, and understand that Barnsley Council does not possess a Home Office licence and cannot sponsor visa or temporary migrant workers.
  • Understand pension regulations regarding the impact of receiving a pension while employed with the authority.
