About the Role
The Deputy Chief Operating Officer (DCOO) supports the COO in delivery of the Trust’s operational plan, with delegated responsibility for managing delivery of services across the organisation.
Key Responsibilities
- Oversee day‑to‑day operations across the Trust and ensure services are safe, fit for purpose and compliant with national standards.
- Provide robust service planning and coordinate with Divisional and Corporate teams to resolve Trust‑wide issues and decide when to escalade to the COO or executive team.
- Lead implementation of improvement and transformation initiatives at both the Trust and system levels, working with partners across Bristol, North Somerset and South Gloucestershire (BNSSG).
- Deputise for the COO at trust and national system levels.
- Accountable for the delivery of national access standards, including Urgent and Emergency Care, Planned Care (Referral to Treatment Times, Cancer Waiting Times, Diagnostic Waiting Times), efficiency and productivity improvements in theatres and outpatients, performance reporting and assurance, and Trust‑wide capacity planning.
- Ensure all access policies are compliant, updated with national guidance and that staff receive regular training.
- Maintain and actively manage consistent and robust waiting‑list systems and processes for elective and emergency care.
- Lead the implementation of the Trust’s bed model, based on strategic plans for efficiencies and improvements in patient flow.
- Lead the Trust’s Cancer Management work, implementing the Cancer Strategy and annual peer review cycle, and ensure national standards are met.
- Oversee the Senior Manager on‑call rota, developing standard operating procedures and training for on‑call directors and managers to manage operational risks and contingency plans.
- Collaborate with the COO on delivering savings for the Operations Directorate and support processes improving financial information and budgetary control.
