Positive Employment is currently recruiting for a Senior Commissioning Officer for our client a government organisation in Bedford. The successful post holder will provide strategic and operational support to the Manager for Commissioning & Procurement (Children’s & Public Health) by leading on commissioning and procurement projects and activity within the Children’s & Public Health areas and wider Strategic Commissioning & Procurement function by undertaking duties commensurate with the level of the post as required. This role is a temporary contract initially for 3 months with the possibility to extend. This role is hybrid working.

Duties & Responsibilities

  • Support the Manager for Commissioning & Procurement (Children’s & Public Health). Preparation and delivery of commissioning and procurement activity plans.
  • Provide guidance and advice on National legislation, policy, best practice and local information to support needs assessments and gap analysis informing commissioning and procurement activity.
  • Plan, lead and manage the delivery of commissioning projects for higher value/risk procurement projects within the agreed Adults service commissioning programme.
  • Devise, collect and analyse spend and market data from a variety of sources including the organisation’s financial management systems.
  • Develop and innovate new approaches to the development and management of Commissioning areas in line with adult social care policy, legislation and national guidance.

Personal Requirements

  • A good knowledge of working in a Childrens Strategic Commissioning Team distinct from commissioning/brokering care packages within Childrens Social Care Services.
  • Must be conversant in key legislation related to Childrens Services.
  • Must have expertise in writing specifications and bid evaluation.
  • Must be able to analyse spend and other relevant data to inform and shape future commissioning requirements.
  • Must be able to engage with a range of stakeholders in Childrens Services and other departments and advise and shape future commissioning activity.
  • Must be able to communicate complex information clearly verbally and within a business case, options paper, briefing note etc.

Working Hours

36hrs / Monday – Friday

Pay

£27.46 per hour

Please note this role is within the scope of IR35.
