General overview
The role is to assist the Estates Management team in providing Hard FM & Lifecycle Services, delivering a high‑quality and statutorily compliant maintenance service. The role includes operation, repair and maintenance of mechanical and electrical engineering services within a multi‑disciplinary hard service team.
Role impact
The role ensures that the estate is maintained to a high compliant standard with all statutory requirements fully complied with and documented for services and facilities under contract. Services are delivered 24/7 as part of a four‑person shift management team.
Responsibilities
- Work in collaboration with the estates management team to provide an efficient and cohesive service across the Estate.
- Direct management of the shift assistant estates managers, ensuring performance against FM contract requirements.
- Manage the performance of the acute shift teams and assist with planned, corrective and reactive maintenance tasks.
- Direct and assist staff in a safe and efficient manner.
- Coordinate on-site contractors, ensuring safe management in line with contractual obligations and health and safety regulations.
- Deliver training to staff (e.g., toolbox talks & trade topics) to grow experience.
- Regularly meet with staff to discuss performance and complete appraisals.
- Manage absence and rota coverage within the team.
- Respect Equans Human Resource and Health & Safety Policies and Procedures.
- Directly accountable for day-to-day matters to Technical Services Managers.
- Ensure planned and scheduled preventative maintenance using Maximo or other works management systems complies with statutory and contract requirements.
- Support budgetary control, stock checks and asset list refreshes as part of departmental financial controls.
- Ensure response and rectification times are met; intervene on SLAs when required and use recall to work for emergencies.
- Manage and resolve incidents of non‑compliance across the estate per contract and company requirements.
- Ensure safety of plant, equipment, infrastructure and compliance documentation; promote safe working practices.
- Review/approve amendments to operational LOP/SOP documentation and working practices as required.
- Adhere to statutory standards, regulations and Department of Health requirements.
- Attend Health & Safety forums with staff and the client as required.
- Ensure accurate delivery of plant and equipment data for condition surveys and lifecycle planning.
- Raise safety concerns to Technical Services Managers and Senior Leadership; escalate unsafe conditions via AIMs system.
- Execute other estates and facilities duties in emergencies as directed by management.
- Participate as a member of the Estates Team and achieve Authorised Person (AP) status where required.
- Attend and participate in training courses and arrange training for staff as needed.
- Establish and implement monitoring systems to ensure maintenance standards and compliance are optimal.
- Maintain comprehensive maintenance and compliance records.
- Assist in updating knowledge on new technology and advise on staff training programmes.
- Carry out EQUANS management safety visits (MSV) and compliance audits across the contract for internal staff and subcontractors.
- Carry out monthly audit checks (min. 10%) on works carried out by estate teams; report shortfalls and training requirements.
- Inspect site tools, plant, access equipment and first aid equipment; report findings and manage resolutions for safety and compliance.
- Participate in daily prayers as required and close out events promptly.
- Act as first-line management response to events across QEHB Estate.
- Identify continuing professional development requirements and progress toward knowledge and training.
- Monitor staff training records to identify required training for front-line staff and Assistant Estates Managers to maintain statutory compliance.
- Attend and participate in training courses and arrange future training as required by the Senior Leadership Team; identify and arrange training for staff.
- Manage and review workforce utilization with CAFM management team; support CAFM analysis to meet contract requirements.
- Investigate and manage disciplinary processes, grievances, SHEQ incidents and emergency event analyses as required.
- Engage in the prayers process and ensure events are closed out swiftly.
- Perform other duties as required by the Senior Leadership Team.
Qualifications or Required Experience
Mechanical
- City & Guilds Mechanical Engineering Levels 2 & 3
- City & Guilds Pipefitting & Plumbing Levels 2 & 3
- City & Guilds Plumbing Levels 2 & 3
- Relevant City & Guilds Mechanical qualifications
- Related healthcare advanced training (AP competencies in areas such as Electrical LV/HV, Ventilation, Medical gases, Lifts, Natural gas RP, Decontamination)
- On/off options for other similar qualifications

Electrical
- Electrical Installation – approved apprenticeship or City & Guilds 236 Part 1 & 2
- City & Guilds 2330/2365 levels 2 & 3 Diploma
- EAL Level 3 Electrotechnical NVQ or C&G 2357 Level 3 NVQ
- AM2
- 18th Edition of the Wiring Regulations (C&G 2382-18)
- City & Guilds 2391-50 Initial Verification of Electrical Installations
- Any other relevant and equivalent qualification/experience
- ONC or National Certificate in relevant area
- HNC/HND in a relevant area
- Additional AP including HTM-02, HTM-03, HTM-06-(02)(03) for specified systems
- Minimum of five years LV knowledge & experience
- Minimum of five years HV knowledge & experience
- Authorised Persons for Mechanical Systems
- Confined Spaces Authorised Persons
- MEWP Training (IPAF)
- IOSH/NEBOSH
- Minimum of five years’ management experience in an NHS environment
Other
- High‑level verbal, written and numeric skills; computer literate with CAFM and Microsoft Office
- Ability to manage people, be self-motivated, work on own initiative, liaise and delegate in a multi‑disciplinary environment
- Sound knowledge of Health and Safety at Work Act, CDM Regulations and other statutory requirements
- Understanding of technical and estates/building issues in construction, maintenance and FM services
- Good organizational skills and the ability to communicate at all levels
