Overview

West Midlands Metro is the driving force behind modern, sustainable urban transportation in England’s West Midlands region. We are recruiting a Safety Development Officer to support the QHSE Manager and ensure continued compliance with ISO 9001, ISO 14001, ISO 45001 and other regulatory requirements.

Responsibilities

  • Support inspection and audit activities (internal and external), log, track and close out remedial actions.
  • Review, assess, track and close‑out environmental, health, safety and quality issues and incidents using audit and risk assessment outputs.
  • Maintain MML’s QHSEMS systems in accordance with regulatory requirements.
  • Review MML’s QHSEMS management system in light of new and developing projects.
  • Participate in incident investigations and report on behalf of MML.
  • Assist in the development and implementation of an annual audit plan covering all operational areas with a focus on health, safety, environmental and regulatory compliance.
  • Provide safety advice and guidance to all MML departments.
  • Assess and advise on the treatment of safety in change proposals, standards, operational activities and project delivery plans.
  • Undertake and maintain risk assessments for generic and task‑specific activities, ensuring hazards and remedial measures are recorded, managed and communicated.
  • Support incident investigation and reporting processes, including RIDDOR, D&A and other leading and lagging indicators.
  • Support statutory compliance for all operations – rolling stock, infrastructure and service delivery activities.
  • Support ongoing ROGS requirements across all aspects of the business.
  • Ensure employee health monitoring regimes and fatigue monitoring are maintained and robustly adhered to.

Qualifications

  • Previous experience in a similar role.
  • Health & Safety professional holding a minimum NEBOSH general certificate.
  • Experience maintaining ISO standard management systems.
  • Knowledge of internal and external auditing processes and audit management systems.
  • Good working knowledge and demonstrable competence in Microsoft Office packages.
  • Ability to manage data and accurately produce reports.

Preferred

  • Knowledge of HSE & ROGS regulations.
  • Experience within the light rail or transport sector.
  • Working knowledge of GDPR and FOI.
  • An environmental accreditation or qualification at level 3 or above.
