Job Title: EMEA Head of Electronic Trading Business Oversight (BOC) ComplianceLocation: London, United KingdomReporting to: Senior Managing Director, Electronic Trading Business Oversight
Responsibilities
- Provide data‑led expert oversight, check, and challenge on business and compliance matters to ensure operations are compliant with Barclays legal, regulatory, and ethical responsibilities.
- Identify and assess compliance risks through thorough reviews of business activities, changes, processes, testing, and systems.
- Identify and investigate potential market abuse, including insider dealing, unlawful disclosure, market manipulation, and anti‑competitive conduct.
- Conduct investigations of compliance risk events or breaches and oversee corrective actions and preventative measures.
- Implement compliance policies and procedures in line with regulatory requirements, ensuring internal policies align with international and jurisdictional standards.
- Collaborate with 1LOD, other compliance teams, legal, and risk management functions to facilitate a comprehensive approach to compliance and risk management.
- Identify, investigate, and oversee potential money laundering, terrorist financing, or other financial crime risks.
- Lead organisation‑wide projects and act as a deep technical expert and thought leader, identifying new ways of working and collaborating cross‑functionally.
- Train, guide, and coach less experienced specialists and provide information impacting long‑term profits, organisational risks, and strategic decisions.
- Act as the principal contact point for key clients and counterparts in other functions or business divisions.
- Serve as a spokesperson for the function and business division, influencing decisions made within and outside the function.
Qualifications
- Significant understanding of UK and EU regulatory requirements applicable to electronic and algorithmic trading across EMEA, including MiFIDII / MiFIR, RTS6, RTS24, RTS28, MAR, FCA Handbook requirements (SYSC, Conduct of Business, market integrity).
- Awareness of UK post‑Brexit regulatory divergence and its impact on electronic trading governance and controls.
- Experience identifying, assessing, and overseeing compliance risks specific to electronic and algorithmic trading businesses, including governance frameworks, control design, testing, and ongoing monitoring.
- Strong understanding of market structure and financial products across asset classes within Global Markets (equities, fixed income, FX, derivatives).
- Ability to understand complex technical aspects of trading, including system architecture, algorithm design and deployment, trading workflows, and the implementation of effective preventive and detective controls.
- Proven track record of providing clear, credible, and pragmatic guidance to senior Business, Technology, and Compliance Management stakeholders.
- Leadership experience managing a regional team, setting strategic direction, developing talent, and engaging effectively with stakeholders and regulators.
- Advanced analytical and interpretative thinking skills to solve complex or sensitive problems and design solutions.
- Strong communication skills with the ability to negotiate and influence stakeholders at a senior level internally and externally.
- Capacity to exercise management authority to make significant strategic decisions or recommendations within the area of responsibility.
