Overview
As a SPCM/PCM, you will add value to project/programme teams on niche and high‑profile schemes across the infrastructure sector for our reputable clients. You will be tasked with fulfilling a range of responsibilities tailored to the specific needs of the project or programme you are contributing to.
Your role
- Supervision and management of a Project Controls team, setting objectives, reviewing performance, conducting appraisals, providing feedback, and ensuring all staff know what they must achieve.
- Developing, monitoring and assuring the Performance Measurement Baseline (PMB).
- Agreeing on progress‑measurement methodology with the contractor and ensuring timely submission of project actuals in the agreed format.
- Measuring current performance and forecasting future performance of the project/programme using valid techniques such as earned value management.
- Developing, implementing, sustaining and improving planning, risk, cost control and change‑control management policies, procedures and processes, and ensuring their application by the project controls and delivery teams.
- Chairing or facilitating necessary project/programme‑level change forums, escalating high‑impact change papers, and ensuring choices are enacted within the change control system.
- Advising the project/programme leader with specialist technical knowledge to resolve or mitigate delays, issues and other challenges.
- Undertaking self‑assessment of procedural compliance, sharing lessons learned and best practice within the wider Project Controls community.
About You
- Proficiency in EVM processes and strong aptitude to oversee schedule, cost, risk, change‑control management activities and reporting.
- Proven expertise in Project Management or Project Controls Management within complex infrastructure projects across sectors such as transport, energy, defence, water or oil & gas.
- Exceptional stakeholder management skills, dealing with clients, senior leaders and colleagues in a matrixed and line organization.
- Experience in a client organisation or managing subcontractors from a project controls perspective in a complex infrastructure project/programme.
- Formal professional qualification or certification in project management or project controls, or membership of a relevant body with or working toward Chartered Status, and educated to degree level.
- Resilience and the ability to maintain rational thought in a high‑pressure environment.
- Effective verbal and written communication skills, with the ability to present at programme or portfolio‑level forums or meetings to senior stakeholders.
- Excellent visual communication, able to provide insights and analysis through dashboards and visual reports.
- Experience using data and analytics to understand issues, engage stakeholders and lead business‑wide change and continuous improvement.
- Successful leadership with a proven track record of delivering results within large‑scale project environments.
- Experience of project controls management under NEC Forms of Contract, including contract management and administration within rail and/or UK construction industry. Accredited NEC4 Project Manager desirable.
- Knowledge of the principles of Government investment processes and procedures. Formal qualification in Programme Management (e.g., MSP – Managing Successful Programmes).
- Experience in the rail industry and its regulatory framework, or a similarly regulated industry.
