The Role
An exciting opportunity has arisen for an Investigating Officer to join a highly skilled investigations team. The successful candidate will be responsible for assessing, analysing, and investigating complex complaints and concerns, producing evidence-based findings and recommendations.
The role offers exposure to a diverse range of investigations and may involve supporting complaint investigations, systemic investigations, or standards and conduct-related investigations. It is ideally suited to individuals with strong analytical, research, report-writing, and decision-making skills who are passionate about fairness, accountability, and public service.
Key Responsibilities
Investigation & Case Management
Conduct impartial investigations in accordance with relevant legislation, policies, procedures, and professional standards
Manage a varied caseload, ensuring cases are progressed efficiently and within agreed service standards
Identify key issues and determine appropriate lines of enquiry
Gather, review, and analyse large volumes of complex and sensitive information
Interview complainants, witnesses, and relevant parties as required
Assess evidence and reach balanced, evidence-based conclusions
Research, Analysis & Reporting
Analyse information from multiple sources and interpret relevant legislation, guidance, policies, and procedures
Prepare detailed investigation reports, findings, recommendations, and case summaries
Produce high-quality written correspondence, briefings, and reports for internal and external audiences
Ensure all work is completed to a publishable standard and aligned with organisational requirements
Stakeholder Engagement
Communicate effectively with service users, public bodies, professional advisers, and stakeholders
Build and maintain positive professional relationships throughout investigations
Represent the organisation at meetings, events, and stakeholder engagements where required
Monitoring & Continuous Improvement
Monitor compliance with recommendations arising from investigations
Maintain accurate case records and management information systems
Keep abreast of developments within the public sector environment and relevant legislation
Contribute to service development, improvement projects, and organisational initiatives
The Person
Essential Criteria
Qualifications & Experience
Degree-level qualification (or equivalent) and a minimum of 2 years’ experience in collecting and analysing information to reach evidence-based written conclusions
OR
A minimum of 4 years’ relevant experience in collecting and analysing information to reach evidence-based written conclusions
Skills & Experience
Strong analytical skills and ability to exercise sound judgement when making decisions
Experience identifying and interpreting legislation, regulations, policies, guidance, or procedural requirements
Excellent report-writing skills with the ability to present evidence and communicate findings clearly
Experience analysing complex information and producing evidence-based conclusions
Strong organisational skills with the ability to manage a demanding and varied caseload
Excellent interpersonal skills, including the ability to manage sensitive situations with empathy and professionalism
Experience conducting interviews to gather and assess information
Desirable Criteria
Knowledge of investigation, inspection, regulatory, audit, complaints handling, or case management best practice
Experience operating within a sensitive, complex, or high-profile environment
Experience within the public sector, legal, regulatory, compliance, governance, or oversight functions
