Job Overview

Responsibilities

A Civil Enforcement Officer will undertake regular patrols and inspections to enforce both on‑street and off‑street parking regulations, issuing Penalty Charge Notices (PCNs) in line with established standards and gathering accurate evidence to support adjudication where required.

They will maintain clear and accurate records of activities, complete reports, and respond appropriately to service communications.

They will identify and report defects in road markings, signage, and other street infrastructure, place and retrieve “No Waiting” cones, and keep detailed records of these activities.

They will provide a visible and approachable presence in the community, offer advice and assistance to members of the public on parking matters, handle enquiries professionally and in line with customer care standards, and may support local authority surveys and data collection exercises to inform service improvements.

They will use a range of equipment and systems, ensuring they are functioning correctly, reporting any faults, and managing secure handling of information through regular uploads and downloads.

They will carry out inspections of pay and display machines, ensuring they meet operational and financial compliance standards, and undertake minor repairs where appropriate.

They may also contribute to the training and development of new Civil Enforcement Officers, helping to maintain high standards across the service.

Qualifications and Requirements

Experience working with the general public and a strong commitment to delivering a professional and fair service.

Confidence in engaging with a wide range of people, including challenging or confrontational situations, and responding calmly, politely and tactfully.

Ability to accurately record and reproduce information, both in written reports and through handheld or mobile IT equipment.

Ability to read, understand and follow procedures and guidance, using judgement to establish facts and take appropriate action within defined processes.

Strong customer care skills, awareness of equality and diversity, and understanding that discrimination can impact service delivery and people.

Basic understanding of parking legislation and willingness to apply this knowledge consistently.

Flexibility, including ability to work unsociable hours, particularly at weekends.

Physical ability to walk and stand for extended periods (up to 8 hours per day), and work outdoors in all weather conditions.
