Sammons Recruitment is collaborating with Staffordshire Police to find an Efficiency and Savings Identification Consultant. The role is a temporary placement lasting 6–10 weeks and focuses on identifying substantial efficiency savings, productivity improvements, and cost avoidance within a large public sector organisation.

Key Responsibilities
- Conduct a comprehensive review of organisational finances, operating models, and resource allocation.
- Establish a clear baseline of current costs, structures, and operational performance.
- Analyse key cost drivers and identify opportunities for improved efficiency.
- Review workforce structures, operational processes, contracts, estates, technology, and ways of working.
- Develop practical recommendations that improve efficiency without impacting critical service delivery.
- Identify productivity improvements that reduce future cost pressures and demand growth.
- Evaluate opportunities where targeted investment could generate future savings.
- Identify technology, infrastructure, and process improvements to reduce operational costs and risks.
- Develop a phased savings plan, quantifying savings opportunities.
- Assess implementation costs, risks, dependencies, and anticipated benefits to create a programme of efficiency initiatives.
- Present findings and recommendations to senior leadership teams.
Skills, Experience, and Training Requirements
- Proven experience delivering large-scale efficiency, savings, transformation, or operational improvement programmes.
- Experience identifying and quantifying cost savings and productivity improvements.
- Excellent stakeholder management skills, including engagement with senior leaders.
- Experience producing business cases, savings plans, and strategic recommendations.
- Experience within the public sector, emergency services, local government, or similarly complex organisations.
- Knowledge of workforce planning, organisational design, or service transformation.
- Experience conducting benchmarking and operational reviews.
- Lean, Six Sigma, or Continuous Improvement qualifications desirable.
The successful candidate must be willing to undergo an extensive Level 3 vetting process prior to the start of the assignment.
