Responsibilities

  • Lead and support a team of Civil Enforcement Officers to deliver high‑quality parking enforcement service.
  • Ensure enforcement activity complies with legislation, statutory requirements, and local policies and procedures.
  • Plan and allocate daily duties, prepare rotas, and supervise staff in issuing, recording, and submitting Penalty Charge Notices (PCNs).
  • Deliver daily briefings and taskings to a uniformed Neighbourhood Enforcement team, promoting consistency, professionalism, and adherence to standards of conduct and presentation.
  • Ensure team members are appropriately trained and supported, including completion of mandatory Civil Enforcement Officer training such as initial training, V&A and PST programmes.
  • Identify and address ongoing development needs, maintaining full compliance with Health and Safety standards.
  • Ensure staff receive required PPA in accordance with council policies and procedures and follow data protection and security standards, particularly regarding handheld devices and body‑worn cameras.
  • Report defects related to parking infrastructure (signage, road markings, pay‑display machines) to relevant service areas.
  • Collaborate with the Parking Processing and Representation team and other partners to assess and implement special arrangements and exemptions, maintaining accurate communication about contraventions, PCNs and enquiries.
  • Maintain accurate records of specialist equipment, ensuring availability, functionality, and timely reporting of faults or breakdowns to the Team Leader.
  • Attend appeal hearings and court proceedings when necessary, providing support to the service and colleagues.

Qualifications

  • Demonstrable experience working in a parking enforcement environment on‑street and off‑street.
  • Confidence dealing with the public calmly and professionally, both face‑to‑face and over the telephone, managing and de‑escalating challenging situations.
  • Decisive with sound judgement, investigative capability, and the ability to take appropriate action within established guidelines.
  • Experience analysing and interpreting data, producing clear reports to support service delivery and performance monitoring.
  • Comfortable working independently and as part of a team, demonstrating flexibility and reliability.
  • Strong IT skills, with experience using Microsoft Word, Excel, Access or equivalent systems.
  • Good understanding of equalities issues and relevant legislation, applying equality principles.
  • Sound knowledge of Civil Enforcement, parking legislation, technical systems, Blue Badge regulations, and Codes of Practice and Statutory Guidance.
  • Hold a City & Guilds Level 3 qualification in Parking Enforcement Operations or equivalent relevant experience.
  • Flexibility to work unsociable hours, weekends, outdoors in all weather, with the ability to walk and stand for extended periods of up to eight hours per day.
  • Availability to attend appeal hearings and court proceedings when necessary.
