Job Description

We are seeking an Oracle HCM Cloud Talent and Learn Consultant with stakeholder management experience in implementing Oracle’s Human Capital Management (HCM) Cloud solutions for UK public sector clients. The role focuses on interfacing with key stakeholders and successfully implementing Oracle HCM Cloud modules in an Agile mode. Responsibilities include leading discussions on design, development, and support for components such as data migration, integrations, and reporting. The role requires a deep understanding of business processes and solution architecture, guiding projects through the SDLC while translating complex solutions for diverse audiences.

Your role

As an Oracle HCM Cloud Talent and Learn Lead, you will deliver impactful functional solutions to clients. You will have deep expertise across Oracle HCM Cloud modules Learn, Talent Management (Goals, Performance, Talent Review, Succession Management) and hands‑on experience in the UK public sector. You will lead client engagements, discuss integrations, data migrations, and reporting across relevant modules. Translating complex functional and technical solutions into clear insights for functional, technical, and senior management teams will be a key part of your role. You will guide projects through the Software Development Life Cycle, ensuring smooth delivery and high system performance.

Responsibilities

  • Hands‑on experience with Oracle HCM Cloud Talent and Learn modules for UK public sector clients
  • Comprehensive knowledge of the full SDLC, including design, development, delivery, post‑implementation support, and status reporting
  • Facilitate conference‑room pilots, playback sessions, and training content preparation for technical components
  • Design and build security roles (job roles, data roles, security profiles)
  • Proficiency with Redwood enablement and its tools for enhancing user experience
  • Strong analytical and problem‑solving skills to proactively identify and mitigate technical, functional, and security risks
  • Expertise in Agile/Scrum and Waterfall project‑management methodologies
  • Experience and desire to work in a global delivery environment

Required

  • 14+ years of Information Technology experience
  • 8+ years of Oracle HCM Cloud – Talent and Learn module experience, including system configuration, approvals, DFFs, EFFs, journeys
  • Proficient in all Talent and Learn processes including journeys, integration, data migration, and reporting
  • Ability to lead discussions with customer teams on integrations, data migration, and reporting related to the modules
  • Worked with UK public sector clients
  • Well‑versed in designing and building security roles
  • Strong analytical and problem‑solving skills
  • Agile/Scrum and Waterfall project‑management methodology expertise
  • Experience working in a global delivery environment
  • Preparation of status reports with RAG, risk mitigation and RAID log maintenance

Preferred

  • Knowledge of HCM technical tools: HCM Data Loader (HDL), HCM Extract, BI reporting, Fast Formulae
  • Ability to communicate complex technology solutions to diverse teams (technical, business, management)
  • Experience managing a team of 6 or more
