We are seeking a highly motivated and detail-oriented Senior Network Change Officer to join our Highways and Infrastructure team. This role involves managing changes to the highway network, ensuring that infrastructure assets are accurately recorded, maintained, and integrated into long‑term asset management strategies.
Responsibilities
- Coordinate highway asset changes and facilitate effective information exchange with internal teams, service providers and developers.
- Ensure the smooth transfer of maintenance liabilities and maintain detailed, accurate asset records.
- Support payment processes linked to maintenance costs and provide data and analysis to inform contract performance and decision‑making.
- Review and contribute to infrastructure proposals and business cases, ensuring they are clear, compliant and deliverable.
- Support long‑term planning and asset management of highway infrastructure and the improvement of network change processes.
- Help develop effective service arrangements and future contract approaches in line with council policies and objectives.
Qualifications
- Experience managing or supporting network/asset change processes and understanding their wider implications.
- Strong communication skills with the ability to coordinate and engage all stakeholders.
- Robust data management and analysis skills, and the ability to maintain accurate asset and network records.
- Proficiency in using IT systems to manage information and support effective decision‑making.
- Experience in contract or service management, including performance monitoring and payment mechanisms, and the ability to critically review and challenge project proposals and business cases.
- Evidence of driving process improvements and working effectively in a changing environment.
- Good awareness of commercial considerations and asset lifecycle management principles.
- Sound understanding of highways services, infrastructure changes and statutory obligations.
