An ambitious public sector organisation is seeking an experienced senior programme leader to drive a high-profile programme of local government reorganisation and devolution.

This is a pivotal leadership role responsible for shaping and delivering a complex, multi-partner transformation programme that will redefine how services are structured, governed, and delivered across a large geographical area.

The Role

Reporting at a senior level, you will lead the design and delivery of a large-scale reorganisation programme, working across organisational boundaries to ensure alignment, pace, and successful outcomes.

Key responsibilities include:

  • Leading the overall delivery of a major LGR and devolution programme, from strategy through to implementation
  • Establishing and overseeing a Programme Management Office (PMO), including governance, structure and reporting frameworks
  • Acting as the organisation’s subject matter expert on devolution and reorganisation, interpreting national policy and legislation
  • Setting the programme vision, roadmap and key milestones, ensuring alignment with wider organisational priorities
  • Managing complex multi-stakeholder relationships, including senior leaders, elected members and external partners
  • Defining and leading key workstreams, ensuring appropriate resourcing, delivery planning and accountability
  • Identifying and managing programme risks, issues and dependencies across multiple organisations
  • Leading the development of evidence-based proposals and business cases to inform decision making
  • Driving large-scale change and transformation activity, ensuring sustainable improvements to service delivery

About You

You will be a credible and experienced senior leader with a strong track record of delivering complex change across the public sector.

You will bring:

  • Significant experience leading large-scale transformation or reorganisation programmes, ideally within local government or a similarly complex environment
  • Strong understanding of local government structures, policy and legislative frameworks
  • Proven ability to operate effectively in a politically sensitive environment
  • Extensive experience establishing and leading PMOs and governance arrangements across multiple organisations
  • Advanced knowledge of programme and change management methodologies
  • Strong stakeholder management skills, with the ability to influence at senior and executive level
  • Experience developing strategic frameworks, business cases and evidence-led proposals
  • A resilient and proactive leadership style, with the ability to drive delivery in a fast-paced, evolving environment
