Role Overview

Thurrock Council’s ASB & Enforcement Team are looking to recruit an innovative and ‘can do’ ASB & Enforcement Officer to deliver a wide range of enforcement activities to bring about local improvements for the communities in Thurrock.

Responsibilities

In this challenging role you will work collaboratively with internal and external partners to tackle Enviro-crime and Anti‑Social Behaviour issues across the borough, proactively responding to a high level of customer service demand.

As an ASB & Enforcement Officer, you will be required to have a strong commitment to improving the Borough and the ability to participate and deliver actions to make a difference.

You will conduct investigations, issue Fixed Penalty Notices, Statutory Notices, work on prosecution files to a high standard and attend court as a witness.

You must be enthusiastic, willing to work alone and work well as part of a team, applying commitment and flexibility to your work. Working on your own initiative you will manage your own caseload of investigations and enforcement actions, together with providing support to our partners under the Community Safety Partnership.

Work pattern: Monday to Friday 8am to 4pm. However working patterns may vary according to operational priorities.

Qualifications & Knowledge

Knowledge of Enforcement is essential including the Environmental Protection Act 1990 and Highways Act 1988, Refuse & Disposal Amenity Act 1978, Clean Neighbourhoods Environment Act 2005 and the Anti‑Social Behaviour, Crime and Policing Act 2014. Experience and working knowledge of PACE 1984, CPIA 1996, RIPA 2000, and relevant codes of practice are essential.

You must hold a manual driving licence and will be expected to walk a significant amount of distance daily.

DBS & Vetting

A Disclosure and Barring Service (DBS) check at a standard level is required for this role. Candidates must be able to attain Essex Police Vetting at a level of NPPV‑2 Full to obtain accreditation under the Community Safety Accreditation Scheme.
